2002, 10-24 Candidates Meeting Minutes City of Spokane Valley City Council Candidates Meeting Freeway Center Thursday, October 24, 2002 - 6 p.m. The City Council Candidates Meeting was called to order by the volunteer Facilitator, Gregg Dohrn, and commenced at 6:40 p.m. A quorum was present. There were 13 of the 14 of the City Council candidates present at the meeting: Diana Wilhite — Position 1 Gary Schimmels — Position 4 Ed Mertens— Position 2 Richard (Rich) Munson — Position 5 Steve Taylor— Position 2 Joan McCurdy — Position 5 John G. Kailas — Position 3 Janine Eldredge-Underdahl — Position 6 Mike DeVleming — Position 3 Mike Flanigan — Position 6 Dick Collins — Position 4 Dick Denenny— Position 7 Louis Sims — Position 7 Absent due to an injury was: Deanna Hormann — Position 1 The Candidates had made an agreement at a previous meeting that they all must be in attendance, therefore this meeting was canceled. The agenda items will be carried over to next week's meeting. Prior to the meeting, there was a presentation on the District Courts. Meeting Tonics of Discussion: 1. Tour of Freeway Center, 11604 East Indiana Rob Amsden, who represented the property manager, led a group tour. 2. Approval of the Minutes from October 17, 2002 (held at the new Valley Sheriff's Substation) The Minutes were not approved this week and therefore will be on the Agenda for next week's meeting. Other Possible City Hall Facilities to Tour: There was a short discussion regarding other possible City Hall facilities. Ed Mertens said that he had talked with Jim Quigley about the former Home Base was now being offered at $2.50 a square foot with little office space and that they are very willing to arrange a tour. Steve Taylor asked about touring U-City. Gary Schimmels said he talked to Orville Barnes recently and he has a map of the building. They are making some modifications to the building and the bottom floor of the Crescent Building is available; Mr. Barnes is willing to give a presentation, upon request. John Kailas inquired about the old Rite Aid building. Gary Schimmels said that the owner of the building has a plan on it, but they aren't willing to make modifications unless a renter shows up, and therefore not likely to be a feasible site. Mike DeVleming replied he thought it was being torn down. Joan McCurdy asked about the former K-Mart on Sprague. The Safeco building on Sprague was also mentioned, but due to security issues with the building, it is not being considered. Diana Wilhite said that she would make the necessary arrangements, should it be decided to tour any other facilities. Please call Diana in the next week if there are additional thoughts on possible facilities to tour. 4. Next Candidate Meeting Date/Time The next Candidate Meeting is scheduled for Thursday, October 31, at 6 u.m., Gateway Corporate Park, 10102 East Knox, Phase II. Someone will be available to provide direction to this location, since there are several offices in this office complex. 5. FollowuD Items Diana Wilhite said she had received additional information from attorneys who were interested in providing legal services and distributed this information to the Candidates. They include Rocky Treppiedi from Perkins Coie; Foster Pepper & Shefelman; and Cary Driskell, who is interested in the permanent City Manager position. Jim Kaufman expressed interest in providing attorney services and he will bring copies of his resume next week. Dale Strom, a local public administrator and a Valley City resident, is interested in creating a local team of administrators to serve on an interim basis. Diana also mentioned that she heard from the law firm of Herman, Herman &Jolly and they are not interested in providing services at this time and hasn't been able to reach Paine Hamblen as yet. Strom SUBJECT: Interim Administration I have read, and heard discussed at your meeting of October 17, 2002, consideration of contracting with one of two personnel management companies from Western Washington to provide interim administrative services to the new City of Spokane Valley prior to the official date of incorporation. As a local public administrator, I propose that you consider another option. As the Council candidates have acknowledged, time is short to undertake the many administrative and legislative details necessary to prepare the new city government for launching on either of the recommended dates of February 28 or March 31, 2003. 1 believe that specific knowledge of the Spokane Valley community, it's values and traditions, it's institutions and relationships with the larger community are an important element of a successful beginning. The elected Council members will bring that to the table. However, in order to lessen the impact on the time committed by individual members, you could chose to utilize an interim staff that has a similar knowledge base. You might still chose to contract with a party familiar with the specific actions needed to meet legislative mandates on new cities, but.I believe this body of knowledge is limited, and specific in nature. Many of the other necessary steps, such as setting up temporary office space, establishing lines of credit and warrant systems, negotiations on contracted services with the County, Fire District, or other parties, interim and post-incorporation budget development, etc. are matters that would benefit from staff familiarity with the community and existing positive relationships with local decision makers. Any outside consultant services could be limited in scope, and under the direction of'your own interim staff. I believe that an interim administrative team, composed of locally-experienced governmental officials and business persons, hired on short-term personal services contracts, can be a cost-effective way to make this transition, and relieve some of the pressure on what will admittedly be a busy season for the newly-elected Council members.
