The following is the title and summary of Ordinance No. 13-018 passed by the Spokane Valley City
Council on the 26th day of November 2013:
AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY,
WASHINGTON, ADOPTING A NEW CHAPTER OF SPOKANE VALLEY MUNICIPAL CODE
(SVMC) 8.55 REGULATING UNLAWFUL PUBLIC EXPOSURE IN PUBLIC PLACES; AND
OTHER MATTERS RELATING THERETO.
Section 1 explains that the purpose of this ordinance is to establish a regulatory framework regarding
exposure of certain human body parts while in a public place; Section 2 adds the new SVMC Chapter
8.55 and includes definitions, that unlawful public exposure as well as the facilitation of such exposure is
prohibited, sets out exceptions to unlawful public exposure, discusses what constitutes an affirmative
defense to prosecution for violations,and states the penalties for violation.
