2007, 03-06 Regularl Meeting MinutesMayor Wilhite called the meeting to order at 6:00 p.m., and welcomed everyone to the 111 meeting. Attendance: Diana Wilhite, Mayor Dick Denenny, Councilmember Mike DeVleming, Councilmember Bill Gothmann, Councilmember Absent: Steve Taylor, Deputy Mayor Rich Munson, Councilmember Gary Schimmels, Councilmember MINUTES City of Spokane Valley City Council Special Meeting Tuesday, March 6, 2007 INVOCATION: Pastor Darrell Cole from Wesleyan Church gave the invocation. PLEDGE OF ALLEGIANCE: Mayor Wilhite led the Pledge of Allegiance. City Staff: Dave Mercier, City Manager Nina Regor, Deputy City Manager Mike Connelly, City Attorney Marina Sukup, Community Development Dir. Ken Thompson, Finance Director John Hohman, Senior Engineer Mike Jackson, Parks & Recreation Director Scott Kuhta, Senior Planner Carolbelle Branch, Public Information Officer Greg Bingaman, IT Specialist Chris Bainbridge, City Clerk ROLL CALL: City Clerk Bainbridge called roll; all Councilmembers were present except Deputy Mayor Taylor, Councilmember Munson, and Councilmember Schimmels. It was moved by Councilmember Gothmann, seconded and unanimously agreed to excuse Deputy Mayor Taylor and Councilmembers Munson and Schimmels from tonight's meeting. APPROVAL OF AGENDA: It was moved by Councilmember Denenny, seconded and unanimously agreed to approve the agenda as presented. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS: None. COMMITTEE, BOARD, LIAISON SUMMARY REPORTS: Councilmember Denenny: mentioned that there will be a meeting tomorrow of the complete TMDL (Total Maximum Daily Load) regarding wastewater treatment, and that he anticipates the meeting will be informative by the oversight groups and other groups as they work their way to firm the relationships among all entities. Councilmember Gothmann: mentioned he attended a meeting today with Scott Kuhta who gave a presentation to the Chamber of Commerce on the plans for the corridor's future. MAYOR'S REPORT: Mayor Wilhite reported that she met with the Mayor of Bridgeport briefly; she attended the Association of Mayor's meeting where they discussed issues such as policing and the building boom still going on around county; and that she attended a small dinner for the Ambassador of Afghan. Mayor Wilhite then read the proclamation for Meals on Wheels, entitled "March for Meals." Council Meeting: 03 -06 -07 Page 1 of 3 Approved by Council: 03 -27 -07 VOUCHER LIST DATE VOUCHER #s TOTAL VOUCHER AMOUNT 02 -16 -07 11077 -11157 $1,595,426.01 02 -23 -07 11158 -11176 $57,902.58 GRAND TOTAL $1,653,328.59 PUBLIC COMMENTS: Lewis Osman, 4411 S Woodruff Rd in Ponderosa: spoke in regard to the proposed Uniform Development Title 19; he said that he has property on the corner of Woodruff and 44 that prior to our incorporation, Spokane County said he'd have to wait until 2007 for sewers until he could do something with his property; but now that we are own city, he received a flyer about subdividing property; he wanted to know what he can do now as he wanted to build a home on his extra acreage. Mayor Wilhite said that staff would be contacting him soon regarding. 1. CONSENT AGENDA: Consists of items considered routine which are approved as a group. A Councilmember may remove an item from the Consent Agenda to be considered separately. a. Following Claim Vouchers: b. Payroll for Period Ending February 28, 2007: $227,160.40 c. Approval of Beverly Hills Drainage Improvements d. Minutes of February 27, 2007 Regular Council Meeting Councilmember Gothmann said that he had been contacted by Councilmember Schimmels who requested to have the February 27, 2007 minutes removed from tonight's consent agenda to be discussed at another time. It was moved by councilmember Denenny, seconded and unanimously agreed to accept the consent agenda for the listed claim vouchers, the payroll for period ending February 28, and for the approval of the Beverly Hills Drainage Improvements. Mayor Wilhite said that Councilmember Schimmels had questions concerning the minutes and we will have to wait to determine his concerns. NEW BUSINESS 2. Motion Consideration: Street Sweeping Request for Proposals — John Hohman Engineer Hohman explained that this issue was previously presented to Council November 14 and February 20; and that staff now seeks approval of the contract to AAA Sweeping in an amount not to exceed $473,687. It was moved by Councilmember Denenny and seconded to award the contract to AAA Sweeping in an amount not to exceed $473,687 and authorize the City Manager to sign the contract and future seven-year renewal options as provided in the RFP documents. Mayor Wilhite invited public comment; no comments were offered. Vote by Acclamation: In Favor: Unanimous. Opposed: None. Abstentions: None. Motion carried. PUBLIC COMMENTS Mayor Wilhite invited general public comments; no comments were offered. ADMINISTRATIVE REPORTS: 3. City Manager Comments City Manager Mercier announced that Rick VanLeuven has been selected to serve as this City's new police chief. After Mr. Mercier told a little about Chief VanLeuven's background, he asked Chief VanLeuven to step forward for comments. Chief VanLeuven said he looks forward to working with our staff, Council, and Management Team; after which Councilmembers greeted and welcomed Chief VanLeuven. In other comments, Mr. Mercier said that as he has done periodically in the past, he reported that since incorporation, Council has passed over 600 items of business in the forms of contracts, ordinances, and resolutions, and he thanked Council for their efforts. Mr. Mercier also mentioned that City Attorney Mike Connelly was recently given an outstanding service award for his service as a municipal attorney. Consultant for City Center Revitalization Plan — Scott Kuhta Senior Planner Kuhta explained the background of the draft Request for Qualifications (RFQ) for a consultant who would assist the City in discussions and possible negotiations with property owners in the proposed city center. After Mr. Kuhta briefed Council on the background of this issue, as per the accompanying March 6, 2007 Request for Council Action Form, Council and staff then discussed the proposal; it was mentioned that no proposals were received from local firms; that members of the interview panel included Mr. Kuhta, Mr. McCormick, and Ms. Regor (Mr. Kersten was out of town); and the panel felt that Clearpath was the firm of choice. Mr. Kuhta said he expects Council will have several opportunities for discussion of the proposal as Clearpath proceeds. Council concurred for staff to move forward and bring the contract back for approval. 5. Spokane County's Hazard Plan (FEMA) — Marina Sukup Community Development Director Sukup explained that she is sitting in for Darrell Ruby who was unavailable due to military duty obligations. Ms. Sukup then went through the PowerPoint presentation, and said that once the Plan is approved, we would be eligible for disaster mitigation funding from FEMA. This item will be brought back later for council consideration of a resolution to adopt the Plan. 6. 2006 Accomplishments Report — Nina Regor Deputy City Manager Regor started the presentation by explaining that each department's accomplishments will be presented from a member of senior staff, and that this report is divided in parts: first explaining the 2006 milestones; then by department accomplishments. After Ms. Regor and members of senior staff discussed the report, Ms. Regor wrapped up the presentation by mentioning the 2007 adopted council goals. Council gave staff accolades for their hard work. In other business, Mayor Wilhite reminded Council that there will be no meeting next week as a several councilmembers attend the training opportunities in Washington, D.C. There being no further business, it was moved by Councilmember Denenny, seconded and unanimously agreed to adjourn. The an.nouncement was made by City Manager Dave Mercier. "i welcome Chief VanLeuven to the City's senior management team," said Mercier, "1 look forward to working with him to deliver responsive and effective community policing services to the citizens of Spokane Valley." "1'm honored to have been selected for this position," said VanLeuven. "I welcome the opportunity to work for the City of Spokane Valley providing leadership to its police force and enhancing public safety in the community." VanLeuven's first day on the job with Spokane Valley will be March 16` The City of Spokane Valley contracts for police services with the Spokane County Sheriff's Office. VanLeuven was appointed by Mercier from a slate of three candidates provided by the Sheriff's Office. A 26 -year veteran of the Spokane County Sheriff's Office, VanLeuven began his career as a deputy in 1981, working his way through a variety of assignments and promotions. He implemented the Gang Unit for the Sheriffs Office and became its first Gang Specialist. More... His accomplishments include implernentation and leadership for the Career Criminal Unit, Joint Fugitive Task Force, Property Cringes Task Force and others, leading up to his most recent assignment as the Sheriff's Drug Unit Commander. VanLeuven holds an Associates Degree in Law Enforcement from Spokane Community College.
