GENERAL REQUIREMENTS PERMIT FEE'v
PERMIT REQUIRED. A land use or structure permit is required by County Resolution to erect a building or structure of any
kind or alter any building or structure already erected, or to change a land use. Construction must conform with the
Spokane County Building Code and Zoning Ordinance. Construction is subject to inspection.
WATER. Water supply must be approved by the County and State Health Departments. Where work on water connections disturbs
the surface, shoulders or ditches of County Roads, permission must be obtained from the County Engineer's Office.
SEWAGE SYSTEM. Permits are required in all cases by County Resolutions Nos. 45 -133 and 47.235.
SET -BACK FROM PROPERTY LINES. In most zones and under most circumstances, a set -back from the front property line, of at
least 25' is required, a 5' side yard, 15° side yard from a flanking street, and a 25' rear yard are required.
STATE HIGHWAYS. Where the structure abuts a State Highway, clearance must be obtained pertaining to set -back and ingress
and egress.
COUNTY ROADS. Work on street right -of -way may not be performed until staked by County Road Department and work must be
performed in accordance with stakes. Points of ingress and egress must be approved by the County Engineer.
MOVING OF BUILDINGS. A permit is required to move an existing building. When a building is moved on a County or State
Highway, clearance must be obtained from the County Engineer and /or State Highway Department.
ACCESSORY BUILDINGS. Accessory buildings (garages, sheds, etc.) require a separate permit.
RESTRICTIVE COVENANTS. Builders should check provisions of covenants or dedications and easements running with the land
which are enforceable through civil action. County Officials can not bring action to enforce covenants or dedications.

NOTICE OF ACTION ON CERTIFICATE OF EXEMPTION APPLICATION
Whereas, the Board of County Commissioners did, after public hearing on March 9, 1978, adopt
the Spokane County Short Plat Subdivision Ordinance, and
4 Whereas, the Board of County Commissioners in adopting this Ordinance did provide for certain
activities to be exempt from short platting activities, and
Whereas, the Board of County Commissioners did further provide for these certain activities
to receive a "Certificate of Exemption" from the Short Plat Administrator prior to the re-
lease of a building permit, and
Whereas, the Short Plat Administrator has received a request for a "Certificate of Exemption"
for certain property located in the unincorporated territory of the County of Spokane, and
Whereas, the Short Plat Administrator has reviewed the evidence presented by the applicant
and all other information available, the Short Plat Administrator hereby takes the following
action on this "Certificate of Exemption" application, pursuant to the Spokane County Short
Plat Subdivision Ordinance.

ZONING ADJUSTOR DECISION: After public testimony and review, the decision of the
Zoning Adjustor is to approve the applicant's rawest to allow a mobile home as a residence
within the .Agricultural Zone.
A. FINDINGS FOR APPROVAL: Pursuant to Section 4.24.010 (b) of the Spokane County Zoning
Ordinance, the Zoning Adjustor has the responsibility ty cf deterrmmining that a use will
not be detrimental to the surrounding prop rt3es. In assuring compatibility, the
Zoning Adjustor based his decisioe on the Testimony timony 'pros: ny: d at the May 17, 1978
Zoning Adjustor Hearing as well as criteria set forth in the Spokane County Zoning
Ordinance for issuance of a Conditional Use. The Zoning Adjustor makes the following
findings.
1. The proposed mobile home .d z compatible with the area as evidenced by other mobile
horns and mixed land uses in the surrounding area and no objectors of record
present at the public hearing.
2. The described property meets the requirements as set forth in the Spokane County
Zoning Ordinance for a conditional use.
B. ORDER:
1. The aoplicaet shall demonstrate compliance with the Spokane County Short Plat
Subdivision Ordinance prior to issuance of hui'dirg permits.
2. The trailer shall be located on the subject property in substantial conformance
with the "approved" plot plan on file with this application,and in any case,
shall observe the yard (setback) requirements for a single family dwelling as
prescribed in Section 4.05.110 (a) of tia<; Zoning Ordinance of Spokane County.
3. This approval is granted to May 17, 1988 ,.at which time any permit issued pursuant
to this approval shall become null and void.
4. The trailer shall be skirted with a fire resistant material.
5. The trailer shall not be mounted on a permanent foundation in such a manner
as to constitute a permanent residence.
6. The trailer shall not be attached to other residential or accessory structures.
Metal canopies, tip out and awnings may be attached to the trailer; however, all
wooden structures and accessory buildings, except open porches, must be detached
and placed at least the (3) feet from the trailer.
