Synopsis: Chronology of Events Re: E. 19013 Alki
October 1976 - Building permit number M 3711 issued to J. A. Keinbaum for
"Barn, machine shed, storage building - private detached,
no commercial use in this zone. "
February 1978 - Complaint received by Pat Frankovitch, Zoning Coodinator,
concerning commercial use in Agricultural Zone.
March 1978 - Letter from Pat Frankovitch to Jerry Keinbaum alledging vio-
altions of Section 4.04.080 and 4.04.140(a) of Spokane County
Zoning Ordinace.
April 1978 - Roger Ruhl , Attorney, was given following alternatives: 1)
Acquire two more acres. 2) Variance. 3) Nonconforming Use.
4) Move out.
May 1978 - Contact between Mr. Mc Coury, Zoning Investigator, and Mr.
Keinbaum, with file notes indicating that Mr. Keinbaum "will
apply for a rezone. "
June 1978 - Certified letter to Mr. Keinbaum from Mr. Mc Coury, giving Mr.
Keinbaum until September 1, 1978, to rezone property.
August 1978 - File notes indicate Mr. Keinbaum needs more property to qualify
for contractors storage yard in Agricultural Zone. (Has 3 acres,
needs 41/2) .
September 1978 - No application for zone change.
October 1978 - Mr. Mc Coury called Mr. Ruhl , who told Mr. Mc Cory that he (Ruhl )
had been in contact with Jim JOhnston about Keinbaum acquiring
additional property so he could comply with ordinance.

October 1978 - Inquiry from complainant.
November 1978 - Mr. Mc Coury contacted Mr. Ruhl and told him that a letter
from Mr. Keinbaum would be required setting a definite date
for the purchase of the two acres or to apply for a zone
change.
December 1978 - Certified letter from Mr. Mc Coury to Mr. Keinbaum giving the
latter until December 29, 1978, to "either show purchase of
the additonal land or make application for a zone change. "
January 1979 - Letter from Mr. Ruhl to Mr. Mc Coury with copy of proposed
option to purchase additional property, (unsigned), in April ,
1980.
August 1979 - Certified letter from Mr. Mc Coury to Mr. Keinbaum requiring
application for rezone within 6 weeks.
November 1979 - No application - File noted to be rechecked in April , 1980.
June 1980 - Insulation business still in operation. Mr. Holman, Zoning
Investigator, contacted Mr. Keinbaum, who indicated that
option was still in effect and thought would know if he
would exercise within 4-6 weeks. Options discussed: Acquire
more land, nonconforming use, relocate, rezone.
August 1980 - No change. Telephone contact between Mr. Keinbaum and Mr.
Holman, with Mr. Keinbaum indicating he would take care of
matter in mid-September.
October 1980 - Mr. Keinbaum indicated to Mr. Holman that he would have his
attorney contact Mr. Holman.
October 1980 - Mr. Van Camp contacted Mr. Holman, who explained options and
directed Mr. Van Camp to Zoning Administrator.
November 1980 - Certified letter from Mr. Holman to Mr. Keinbaum stating either
legalize use of property or cease current use of property.
December 1980 - Mr. Keinbaum' s attorney, Mr. Woodward, working on case.
January 1981 - Mr. Woodward in contact with Mr.Mercer, whore-explained options
- either acquire more property or apply for rezone.
February 1981 - Inquiry from complainant.
March 1981 - Diversified Planning is working on rezone application.

- Certified letter from Mr. Holman to Mr. Keinbaum stating either
straighten out situation or would forward case to Prosecutor' s
Office.
June - August - Numerous contacts between Mr. Holman and Diversified Planning
1981 as to status of application.
