CIRCUMSTANCES SUPPORTING PROBABLE CAUSE: Records of the Spokane County Assessor's Office identify Peter Waagenaar as the owner of the referenced property located at 1215 North Arties Court, Spokane County, Washington. Kevin Myre, an inspector for the Division of Buildings, on July 15, 1992, inspected the property located at 2327 North Arties Court Spokane County, Washington and observed the following construction and occupancy on said property: Attached Garage. The records of the Division of Buildings show that on September 9, 1984, a permit had been issued for the said construction. On July 15, 1992, the Division of Buildings notified the defendant, in writing, of the permit requirement for final inspection of said construction. As of the date of this affidavit, the records of the Division of Buildings show no final inspection has been requested and that occupancy or use has not been approved for the said construction. It should be noted that Section 305(d) of the Uniform Building Code requires that there be a final inspection and approval on all buildings and structures when ready for occupancy or use.
