VV. M. , Spokane County, Washington. and, vYHEREAS, The applicant before the Planning Commission, Continental Plaza, Inc., did reque st by letter of july 1, 1968. ( Siqned by john G. Layman of Turner, Stoeve, and Layman, Lawyers) a hearinq before the Spokane Board of County Commissioners to present evidence in favor of his application, and, WHEREaS, The Board of County Commissioners did holci a public hearing on tiugust 8, 1968, to consider the recommendation of the Planning Commission and testimony and evidence of the applicant and other interested parties, and, WHEREAS, At said hearing, opportunity was afforded those favoring and those opposing the above-described Zoning Ntap proposal, and the Board of County Commissioners of Spokane County having fully considered the testimony qiven, the reconds and minutes of the Planning Commission, and all other evidence prasented, and having personally acquainted themselves with the site and vicinity in question does hereby find: 1. That the subject property is presently vacant and undeveloped and located approximately one hundred ten (1I0) feet south cf an established commerctal building and approximately two hundred twenty (220) feet south of the Chicago, Milwaukee and St. Paul Railroad right of way. Also, the property is in close proximity to the Opportunity busineas district located between Sprague Avenue and the railroad ttacks and would constitute a normal extension to safd business district. 2. That the property in question is bordered on the west by existjng apartment and multiple family residential units which are custornarily located adjacent to business districts, and said property is proposed to be developed with a Speedee Mart which will provide food necessities to surrounding residential units. Development of the property will be controlled in conformance to Spokane County standards and in a manner which will be compatible to surrounding residFntial properties and cause minimal effect to adjacent property. 3. That the proposed reclassification would r.ot constitute a"spot zone" change since the character of the property to the north is non-re side ntial . NOV1i, THERE FORE, The Board of County Commi ssioners of 3pokane County doe s conclude that tha above-stated findings are sufficient and controllinq and does, therefore, order the official Zoning Map of the afore- mentioned property to be changed from the "Multiple Family Suburban" Zone to the "Local Business" Zone classification. The resolution establishing the reclassification shall include the following conditions: That said property be developed substantially in accordance with the "Approved" plot plan on file with the applicant's zone change application in the Spokane County Planning Commission Office.
