Street and Drainage Plan Conditional Acceptance
The Civil Plans and Drainage Report and other supporting documents for the above -
mentioned project, which Development Engineering received on May 12, 2010, have
been reviewed and found to be consistent with pertinent development regulations and
thus have been accepted provided the minor corrections described below are done.
Prior to Development Engineering signoff on the grading permit, the following items
shall be addressed:
1. Prior to submitting the mylars, please email to me pdf's of the plans showing the
following minor corrections for review:
a. Cross - section A -A (Sheet C6 -0) shall show the correct width for the
access, drainage and utility easement.
b. The driveway approach grade shall not be greater than 8 %. The spot
elevations indicate the proposed grade exceeds the maximum slope
allowed. Please verify that spot elevations shown in plan-view and the
elevations shown in profile are consistent, as inconsistencies were found
during our review.
c. Although not asked for before, it would be useful if you could label the
border easement and access /utility easement lines in plan view.
2. The project engineer must submit Mylars with the corrections for signature.
3. Once signed by Development Engineering, the project engineer must make five
paper copies of the signed Mylar. The original Mylar and the paper copies must
be returned to the Permit Center to then be forwarded to Development
Engineering.
4. Revisions shall be noted on a copy of the approved final civil plans and shall be
labeled Record Drawings.
5. A pre - construction conference is required. Please contact Rod Pegram, the
Development Engineering Construction Inspector, at 720 -5324 to schedule this
meeting. Attendees shall include the Project Engineer, the Applicant/Developer,
Dev. Eng.: SHP 05 -08 Plan Acceptance 051210. docx
the Contractor, the Onsite Inspector who will be certifying the project and, if
known, the subcontractors for concrete and asphalt. Meeting will not be held if
these people are not able to be present. Prior to the meeting, it should be
determined who will supply the weekly reports, the certification package and who
will perform the testing.
Next steps:
6. Contact the Planning Department (Christina Janssen) for additional conditions
that may exist.
7. Contact the Permit Center (720 -5240) for other requirements and needed permits
(e.g. right -of -way obstruction permit).
8. Final Plat —
a. Prior to final plat submittal, please contact Wayne McGavran at
wmcgavran@spokanevalley.org or 509- 720 -5323 to obtain plat language
from Development Engineering.
Prior to sign -off on the final plat, some of which need to be stamped by a design
professional, the following needs to be accepted:
a. The Homeowner's Association Unified Business Identifier (UBI) number, if
applicable, or a maintenance agreement, which has to be recorded prior to
project certification.
b. An Operations and Maintenance Manual, prepared by the applicant's
engineer, for the private driveway and related drainage facilities
c. CC & R's if a homeowner's association is formed.
d. 208 Lot Plans, to also include:
i. Clear -view triangle on corner lots,
ii. Call out maximum allowable driveway width on each lot.
e. Copies of the DOE drywell registrations for drywells which receive
stormwater runoff from public streets (submitted with construction
certification). Drywells receiving private runoff still need to be registered
with DOE but copies of the registration forms are not required.
