Gentlemen:
It is requesfied that permissior be granted the developErs
fio delete construction of all parking structures and
parki ng (ots i n thg project except the Serp i nti ne roao
with spaces 10-50 as shown on the plot plan and northeasf
carports for 16 cars. The reason for this request is that .
records on the renting Tenants show only 17 of the 105 tenants
now assign2d unifs own cars. The land indicated for
carports along 29th Avenue and that in the center of the
project would provide a much more pleasant view for
. the tenants if in landscaping,rather than empty carports
and paving. If parkfng needs change in the future, the
addit.ional parking stt-uctures will be added in accordance -
with the plan under the same conditions as set forth in
the original zoning agreement.

Dear Mr. Peterson:
At its regular meeting of March 4, 1968, the Tacoma Planning
' Commission held a public hearing for a waiver of tbe required 1:1 off-
street parking stall requirements to allow a 42-unit apartment to be
constructed having 14 off- street parking stalls on the property described
below. By motivn of the Commission, the off- street parking waiver
wae approved subject to the following conditions.
LOCATION: North side of South 56th Street between
Lawrence and Montgomery St. extended.
PROPERTY DESCRIPTION:
The south 12. 65' of Lot 11 and all of Lots 12 through 15, Block 16, Lookout
Park Addition to Tacoma, W. T. Together with that portion of the abuttirig
Flume line r/o/w and that portion of So. 56th St. within the follovving de-
scribed tract. Beginning at the intersection of the north line of So. Sbth
Street with the westerly line of the City of Tacoma flume line r/o/w; thence
on an assumed bearing due west along the south line of Block 16, Lookout
Park Addition to Tacoma and its extension west, a distance of 127. 32 ft. ;
thence south 0°1?'10" west a distance of 33. 37 it. ; thence south 0017'27"
west a distance of 11. 63 ft. ; thence north 83°1?'34" east a distance of
38. 27 ft. to a point 36 ft. northwesterly of the construction center linE=,
when measured at right angles, of So. 56th St, as shown on Sheet 2 of City
of Tacoma Improvement No. 4597; thence northeasterly on the arc of a
curve to the right having a radius of 854. 57 ft. a distance of 96. 26 ft. to a
point 36 ft. northwesterly, when measured at right angles, of station

CONDITIONS OF APPROVAL: 1. That the entire flume line r/o/w lying between aide property lines produced
of given aite be secured by written agreement from the Utility Dept. for uae
as landscaped usable open space and off- street parking.
2. That usable, landscaped open space represent at least 50% of site (combined
with Flume- Line R/W designated above).
3. That the adjoining flume-line r/w ae described above be landscaped a8 usable
open apace except for areas required for parking facilities.
4. That there be only one driveway entrance to the alley as shown on the plot
plan as submitted.
5. That there be no curb cuts along So. 56th Street.
6. That there be a limit of two (2) curb cuts on i.awrence Streef.
That if in the future additional off- street parking ia needed for the. t;znants,
this additional off- etreet parking must be provided and will be aubject to
the approval of the Public Worke .Departanent.

At its regular meeting of February 19, 1968, the Tacoma
. Planning Commiseion held a public hearing for a aite approval for
an "R= 4-L PRD" Low=Density Multipel-Family Planned Residential
Diatrict and an "R-4 PRD't Multiple-Family Planned Reeidential
' Diatrict. Also, a waiver of the required 1:1 offstreet parking stall
requirement to allow a 60-unit apartment complex to be constructed
having 20 offetreet parki.ng sta.lla on the property described belaw.
By motion of the Commieion the eite approval and offstreet
parking waiver were granted subject to the following conditiona:

North 599. 54 ft. ; THENCE Eaet -179. 30 ft. ; THENCE South to the

line of Highland St. to the Point of Beginning. ,

CONDITIONS OF APPROVAL.:
1. That sidewalks be built on the West side of Highland St. between
No. 30th St. and the cul-de-sac. Sidewalks are also to be placed
completely around the cuY-de-sac.
2. That ornamental street lighting be installed along Highland St.
3. That the driveway accese into f.his site be from t,he side of the
cul-de- sac instead of straight through as shovcazion the eite plan.
4. That a center ieland be provided within the cul-de-eac and plante ~AYERIGA
and with low shrube. Siee of ieland to be determined by the c~TY
Director of IPublic Works.

5. That adequate st4rm dra•inage and sanitary sewer service must be provided in accordance with existing codes, ordinances and City af Tacoma specifications.

That service turnaround be p.rovided at the end of tl-ie private roadway ta
facilitate turning of garbage "trucks and other vehicles.
8. That the aite be served with City water.
9. That proper accesses and cul de sac widths be provided along with hydrants
being installed according to American Insurance Association.
10. That a water main be extended from the existing Highland Place cul de sac North
to No. 33rd .:_St. This water amain conetruction will require a utility easement
with a minimum width of 20 f t. The water main construction can be accomplished
by LID or by private contract.
11. That a legal document, being 'a Iand use restriction related to 1? :1 offstreet
parking stalls, be prepared and submitted to the City Attorney for approval.
This land use restriction must be recorded with the Pierce County Auditor and
shall contain the following provisions :
Reserve onsite parking areas shall be established in order that there
would be an overall total of 12 o£fatreet parking stalla for each dwelling
unit if required. The reserve parking areas shall be located in aecordance
with the Department of Public Works requirements and shall be landscap. ed
and maintained until they are converted to offstreet parking. Before any
unite of this development are rented to pereons havi.ng incomes in excess
of thoae permitted by the provisions of the 221--D-3 of the Better Housing
Act as it is now written, or may be amended, the applicant or his successor
will notify the City Planning Department and provide such parldng as is
normally required, unleae a waiver is obtained, with re spect to each unit
rented to a person over the minimum income level.
