The application for an increase in siyn area (VE6-75) for the Lamplighter Locige
was presented before the Zoning Adjustor in public hearing on February 10,
1975. The matter was taken under advisement for further study by the Planning
Commission staff. On March 26 I had a telephone conversation with Bob
Williams of Young Electric Sign Company and indicated he should submit revised
drawings not more than 610 square feet in area and similar in design to Mr.
tNilliams' letter of February 13. This final drawir,g was received by our office
on April 14.
I have since received alternate plans and specifications from Spokane Neon
Sign Company concerning the sign in question, although their proposal is larger
in area and differs in illumination. The 7oning Adjustor minutes of a final deci-
sion should represent a specific sign plan to be approved. I have been advised
by the County Prosecuting Attorney's office that the applicants should address
the ZAning Adjustor in writing as to which plans are representative, sinCe there
is some difference in sign area and illumination between the two proposals.

1. The Planning Commission staff has lnvestigated fleld records of the
State Hiqhway Department and discovered that the existinq sign struc-
ture is noticeable at distances of approxlmately 3749 feet to 3801 feet
for eastbound trafflc on the I-90 Freeway. However, the existlnq sign
letters cannot be read at sufficient distances to alert the freeway
trafftc to the Sulllvan Road exit; the present letter size being
recognizable at a distance of approximately 1500 feet from the sign
location. It is approximately 2400 feet from the potnt of exit for
Sullivan Road to the s iqn locatlon.
2. The advertised property is partially obsc.:red from the freeway by trees
west of Sulllvan Road. The property has an-addltional hardship of
hiqher elevation than the freeway, and due to terrain features, the
building complex ts not notlceable to travelers from the west.

was presented before the Zoning Adjustor in public hearin9 on February 10,
1975. The matter was taken under advisement for further study by the Pll-nninc
Commission staff. On March 26 I had a telephone conversetion with 8cb
Vlrilliams of Young Electric Sign Company and indicated he should submit
drawinqs not more than 610 square feet in area and eimilar in design t+o Mr.

Lamplighter Lodge
Dear Mr. Huggins:
The undersigned represents Mr. Tod McClaskey and Mr. Ed Pietz, of
Vancouver, Washington, who are the owners of the Lamplighter Lodge
situate near the Freeway east of Spokane.
The property is evidently zoned Freeway Commercial and construction
of the facility was permitted based upon adherence to certain plans
and specifications. These plans provided, among other things, for
the implacement of a sign on the property near the Freeway which
has an overall "reading board" area of 348 square feet. (See Site -
Plan attached)
The attached petition for a variance seeks an upward revision of
this sign area restriction to allow the installation of a replace-
ment sign with a"reader board" area of 1318 square feet. My
clients have contracted with Young Electric Sign Company of Salt
Lake City for the new sign conditioned, of course, upon securing
approval of the requested variance. The overall height of theJ
sign is not to be altered. r

It is the contention of my clients that the existing sign is in-
adequate from the visibility standpoint to permit westbound free-
way traffic sufficient time and distance to take the exit ramp to
Sullivan Road. Production af detailed evidence in support of this
contention will be made at the time of the hearing.
Except for the Lamplighter Lodge itself, this is a very low density
area, and we will present further evidence at the hearing that

traffic safety and surrounding properties will not be adversely
affected.
