SUaJECT: RED LION INN - Complex Source Review
The review of the application for construction of a complex source
submi tted by Thunderbi rd, Inc. has been compl eted. The project
proposes the construction of an addition to the Red Lion Inn Motel
and associated parking lot expansion. The motel is located at the
southeast intersection of Interstate 90 and Sullivan Road. The
existing facility has 293 parking spaces. The applicant proposes
an expansion to 416 parking spaces.
Carbon monoxi de moni tori ng has not been conducted i n thi s area.
However, based on existing traffic flow and data from other carbon
monoxide monito ring stations, it is estimated that the background
carbon monoxide levels in this area do not exceed 5 ppm.
The impact of this facility on ambient carbon monoxide levels was
modeled for the year 1975. Our review indicates that under the worst
case conditions, the ambient carbon monoxide levels will not exceed
the Federal standard of 9 ppm for an 8-hour average.
The maximum ca rbon monoxide impact was determined to be in the vicinity
of the intersection of Interstate 90 and Sullivan Road. There is a
park located in this area but there are not residential units in the
a rea other than the motel i tsel f. At thi s i ntersecti on the carbon
monoxide concentration was estimated to be 8 ppm unde r wo rst case
meteo rological conditions.
The applicant has obtained a variance from the Spokane County Planning
Commission to reduce the size of the parking lot expansion. In addition
the applicant has indicated in its application its commitment to
encourage carpooling and bicycling by employees and use of mass transit
by guests. Based on these factors and the relatively insignificant
impact of this facility on ambient carbon monoxide levels, it is our
intention to approve the appl ication without conditions.

Plan
The present use of the described property is a freeLVay motel and restaurant complex.
The applicant proposed to enlarge the existing facility with an additional 40 unit
motel structure having 12 , 2 00 square feet in area. An added banquet room,
kitchen and restaurant additions and lounge and lobby ha vir:,q aopzD}:imat_ely
20, SSO square fecL in area is also to be construc.ed .
ThQ described property is located sotitheast of I-90 F'reeway and Sullivan Roaci Inter-
change. Property to the east and south is largely undeveloped except for an adjacent
s2rvice station. Another service station and property owned by the applicant are
immediately across Sullivan Road. Further to the west (about 260 fee.) is
neighborhood.
Th-2 propnscd amendment to the present freeway control plan for the project and the
requested variance for parking will not have a detrimental impact upon the topography,
geology, biological and botanical characteristics, and atmospheric and aquatic
conditions in the area. Because thA number of parking stalls required for this use
(417 stalls), the applicant will have to seek a complex service permit from the local
air a3!lutiorz control authority (WAC 18-24).
The lilcrease in size of the pro ject will generate more vehicle trafiic; however tlie
location with close access to the free way interchange is desired for adequate traffic
circulation. There should not be detrimental noise levels or added problems of

property line will be relandscaped during the first half of July.
2. Area around new lobby and existing coffee shop will be relandscaped
during late July and early August.
3. Remaining areas around new banquet rooms and in south parking area
will be relandscaped during the middle of October.
A11 landscaping, including new irrigation sprinkler system, will be com-
pleted before the end of this calendar year.
Item 2) Spacing of Plants.
The junipers used as ground cover will be spaced approximately five feet
on center.
Item 3) Maintenance

will be replaced and all landscaped areas and lawn areas will be fully main-
