Describe the Change This change order provides automated control on the three electrical circuits that serve the new picnic shelter. The lighting circuit will be controlled with a photocell as well as an electronic timer. The two electrical convenience outlet circuits will be controlled by a separate electronic timer. 2. Evolution of the Change On Thursday, March 13, 2014, the Contractor inquired as to how the new picnic shelter lights were to be controlled. Upon review, it was determined that the design shows the lighting and convenience outlet circuits connected directly to the electrical service panel in the well house with no means of control other than the individual 20 amp breaker switches serving the three circuits. This appears to be a design oversight. To eliminate the need for Park staff to manually turn the lights on and off on a twice daily basis, as a minimum, photocell control should be provided on the lighting circuit to turn the lights on at dusk and off at dawn. However, the posted Park operational hours are from dawn to 10 p.m. Electronic timers are proposed to provide further control of the lighting circuit as well as the two electrical convenience outlet circuits so all three picnic shelter circuits are energized only during normal Park operational hours regardless of ambient light conditions. Electronic timer control on the convenience outlets will prevent undesirable after-hours use by urban campers and others for such things as portable lights, heaters, electric blankets, cooking appliances, etc. 3. Payment The Contractor submitted an initial lump sum cost proposal of $1,102. I prepared an independent cost estimate based in part on material prices obtained from Grainger's website. According to my independent estimate, the value of the work is $850.85. The Contractor was informed that the initial $1,102 cost proposal appeared to be high. The Contractor's second cost proposal of$862.50 aligns with the independent estimate and is therefore accepted. Page 1 of 2 r • • 4. Time Two working days are added to the Contract time for work to be performed under this change order. The project originally provided 35 working days to complete the work. The Notice to Proceed was issued on September 20, 2013. Based on that start date, Contract work was initially to be completed by November 7, 2013. However, Weekly Statement of Working Days issued through March 14, 2014 (Statement No. 25) record 91 unworkable days. Accounting for the recorded unworkable days and the two working day extension, the revised Contract completion date is March 26, 2014. 5.
