Shane, I enjoyed meeting with you and the rest of the group on October 24, 2008 to discuss the preparation of an engineering analysis of the North, Valleyview and West Ponderosa drainage basin facilities. The Valleyview and West Ponderosa areas are scheduled for the installation of sanitary sewer during the summer of 2009. It is understood, that the road system in these areas will be disturbed during the installation of the sanitary sewer system and that the City wishes to coordinate any necessary storm drainage improvements for construction during these sanitary sewer projects. The following Scope of Work has been prepared to address the concerns noted during our meeting. The items of work have been broken out and detailed for each of the drainage basins. The proposed Scope of Work consists of the following items North Basin (north of Vallewiew) 1. Coordinate with the City of Spokane Valley for available topographic mapping and aerial photos to be utilized in the preparation of basin maps and storm drainage facility inventory. 2. Review the Cities inventory of the existing storm drainage facilities within the basin. Confirm on -site the inventory of the drainage facilities and record on the basin mapping 3. Using the Modified Rational Method (Bowstring Method) and the City of Spokane Valley swale design method (V=1 133A) investigate the effects of enlarging the existing swale at 1 1'h and Dickey and /or the installation of an additional swale City of Spokane Valley Page 2 of 4 Proposal for Stormwater Analysis of North, Valleyview and West Ponderosa Drainage Basins November 7, 2006 with drywells within the same area (this would involve the purchase of property by the City if implemented). 4. Review the capacity of drywell inlets, catch basins, ditch lines, culverts and swales within the basin based upon the results of the modeling. 5. Prepare an engineering report detailing the results of the analysis performed. Provide in the report recommendations for improvements (along with associated estimated construction costs) to grate inlets, catch basins, storm drainage piping, drywells, ditch lines, culverts and swales. 6. Prepare construction drawings and bid documents for the installation of the recommendations approved by the City. Valleyview Drainage Basin 1. Coordinate with the City of Spokane Valley for available topographic mapping and aerial photos to be utilized in the preparation of basin maps and storm drainage facility inventory. Coordinate with the City of Spokane Valley and Spokane County Utilities to obtain base mapping in AutoCAD format which will be used for the preparation of storm drainage construction drawings. 2. Review the Cities compiled list of drywell failures and complaints. 3. Coordinate with the City to obtain any available information on the design of the existing storm drainage piping located in Valleyview, Moreland and Bettman. 4. Review the Cities inventory of the existing storm drainage piping, catch basins, drywells, ditch lines and culverts. Confirm on -site the inventory of the drainage facilities and record on the basin mapping. 5. Coordinate with the City for inclusion within the modeling the proposed improvements currently under design for the intersection of 16th & Bettman. 6. Review the watershed analysis performed by Woodward -Clyde Consultants in 2002. 7. Prepare basin mapping defining subbasins for determination of peak runoff rates at culverts, catch basins and drywells by the use of the SCS Hydrograph Method. Utilize the SCS Type 1A and Type 2 rainfall distributions for the analysis of the 10, 25, 50 and 100 year storm events in accordance with the Spokane Regional Stormwater Manual. 8. Review the capacity of drywell inlets, catch basins, ditch lines and culverts based upon the results of the modeling. 9. Review complaints regarding the surfacing of contaminated ground water near the south end of Seehorn. 10. Prepare an engineering report detailing the results of the analysis performed. Provide in the report recommendations for improvements (along with associated estimated construction costs) to grate inlets, catch basins, storm drainage piping, drywells, ditch lines and culverts. 11. Prepare modeling of the drainage facilities based upon the recommended improvements. 12. Coordinate with the Geotechnical Consultant to compile a list of drywells for full scale flow testing. Detail in the engineering report the results of the testing performed by the Geotechnical Consultant. City of Spokane Valley Page 3 of 4 Proposal for Stormwater Analysis of North, Valleyview and West Ponderosa Drainage Basins November 7. 2008 13. Prepare construction drawings and bid documents for the installation of the recommendations approved by the City. Construction drawings will be prepared in AutoCAD format based upon base mapping currently being developed by Spokane County. 14. It is understood that the sanitary sewer construction drawings will be ready to bid in March of 2009 resulting in the need to finalize the construction drawings and bid documents for the recommended storm drainage facility improvements by the end of January 2009. West Ponderosa Drainage Basin 1. Coordinate with the City of Spokane Valley for available topographic mapping and aerial photos to be utilized in the preparation of basin maps and storm drainage facility inventory. Review the Cities compiled list of drywell failures and complaints. 3. Review the Cities inventory of the existing storm drainage piping, catch basins, drywells, ditch lines and culverts. Confirm on -site the inventory of the drainage facilities and record on the basin mapping. 4. Review the complaints received by the City regarding flooding of drywells reportedly creating a downstream impact to basements. 5. Prepare basin mapping defining subbasins for determination of peak runoff rates at ditchlines, culverts and drywells by the use of the SCS Hydrograph Method. Utilize the SCS Type 1A and Type 2 rainfall distributions for the analysis of the 10, 25, 50 and 100 year storm events in accordance with the Spokane Regional Stormwater Manual. 6. Detail in the engineering report the results of the testing performed by the Geotechnical Consultant. 10. Prepare construction drawings and bid documents for the installation of the recommendations approved by the City. Construction drawings will be prepared in AutoCAD format based upon base mapping currently being developed by Spokane County. 11. It is understood that because of the large size of this basin, the sanitary sewer project will be broken into two parts along 44'h Avenue. Sanitary sewer construction drawings for the northerly portion of the site will be ready to bid in January of 2009 resulting in the need to finalize the construction drawings and bid documents for the northerly recommended storm drainage facility City of Spokane Valley Page 4 of 4 Proposal for Stormwater Analysis of North, Valleyview and West Ponderosa Drainage Basins November 7. 2008 improvements by the first part of December 2008. Sanitary sewer construction drawings for the southerly portion of the site will be ready for bid in March of 2009 resulting in the need to finalize the construction drawings and bid documents for the southerly recommended storm drainage facility improvements by the end of January 2009. The Engineering Services Not to Exceed Fixed Fee for the North (north of Valleyview) drainage basin is: $5,760.00.
