Nelson 1/12/24 The conditions for the plat of Swan Acres indicated the property is in a 100 year flood zone, and required that the buildings conform to the provisions of the National Flood Insurance Program. Our Flood Zone Ordinance does not cover Shallow Flood Zone areas such as this, however Section 300.34 of the City of Spokane's Flood Zone Ordinance does. Attached is a copy of section 300.34 SHALLOW FLOOD ZONE from the City of Spokane's flood zone ordinance. We have suggested that the Swan Acres plat comply with these requirements if basements are to be approved in this subdivision. The following discussion is intended to clarify what we expect with regard to compliance with these points. The numbers used correspond to the numerical sequence used in the attachment. 2) a) We expect each dwelling unit to have active Flood Insurance. Additionaly, the property owners have offered to indemnify the County for any flood damage they may sustain. We agree to accept this offer. 2) b) We agree with this requirement that the first floor of all buidings (or building openings) be two (2) feet above the highest elevation of the adjacent ground elevation. In order to determine what this elevation will be, we will need to have a grading and drainage plan for the plat to determine what the adjacent ground elevation will be. 2) c) The grading and drainage plan is needed to determine compliance with this requirement. 2) d) The grading and drainage plan is. needed to determine compliance with this requirement. 2) e) A gUitable grading and drainage plan, acceptable to the County Engineer, shall be prepared by a registered Civil 'Engineer. The notes under each section indicate what we would find acceptabe if the grading 'and drainage plan shows there will be no low spots on this plat resulting from the construction of homes or drainfields. Additionally, there should be no low spots in the areas adjacent to this plat.
