Dear Mr. Main;
This letter is in regards to the letter sent November 2, 2007 to William Custer of Storhaug Engineering. In
that letter, Mary Kate Martin, City of Spokane Valley Building Official, notified Storhaug Engineering
that the driveway installed at the 13th & Bettman project does not conform with submitted plans for that
project, and that there is a number of problems associated with the installation. The City of Spokane
Valley has been receiving complaints as a result of the driveway, and as of yet, we have not heard from
Storhaug when the corrections will be started and/or completed.

Dear Mr. Custer;
The certification letter you submitted, dated October 18, 2007, was forwarded from Public
Works Construction Inspector Rod Pegram to the Building Division for acceptance and
consequent approval of project #05002240. The City has reviewed your letter and is unable to
accept the certification at this time for the following reasons:
1. The deviations noted in the certification letter represent significant issues for the
ultimate intended use of the driveways.
a) Multiple issues have resulted from raising the grade of the road above the
existing grade.
i. The installed configuration Lacks standard drainage components and
presents an obstruction to existing drainage patterns.
ii. The driveway roadbed, as installed, is located in a designated floodplain
and requires application for construction in the floodplain along with
appropriate design and approval.
b) The 12 ft strip of asphalt functionally reduced the driving surface from 20 ft. to
12 ft.
c) The radii are significantly less that the 28.5 ft minimum indicated on the plans
and are close enough together as to prevent passage of emergency vehicles
without leaving the drive surface.
d) Based on a site visit conducted on October 25, 2007, with Spokane Valley Fire
Marshal Kevin Miller, the present condition of the road is not useable and is
unacceptable for fire apparatus access to the lots.
e) The impervious surface was not included/indicated on the original approved
plans, therefore was not reviewed for potential impacts to drainage or the City's
5,000 sq ft threshold for additional drainage design.
2. The certification letter does not state that the road, as installed, will support a 75,000 Ib
fire apparatus.
3. The permit for this project was issued in July 18, 2005 and has expired. A new
application will be required before any activity can recommence on this site. ,
As stated above, the City is unable to accept the current certification as submitted. Please
contact me at mmartinaspokanevallev.org or 688-0024 or John Hohthan at
jhohmanaspokanevalley.org or 688-0185 with regard to this project by November 16, 2007. If
we are unable to resolve the outstanding issues by that time, the City will proceed with filing
notice on the titles of the affected lots with regard to the condition of the accesses.
