THIS MATTER, Being the consi deration by the Zoning Adjustor of Spokane
County, in hearing the application (CUE-1-84 and VE-3-84), for the purpose of
establishing a duplex in the Agricultural Zone on a lot of approximately 11,000
square feet and with only ~0 feet of frontage, hereinafter referred to as the
'►Proposal", and the Zoning Adjustor of Spokane County h.aving hel d a publ i c hearing on February 8, 1984, and having fully considered all testimony presented
thereat, and further having visited the site and vicinity in question, and having
~ rendered a decision on the 15th day of February, 1984, APPROVING sai d proposal ,

FINDINGS OF FACT
l. That the proposal is generally located on the northeast corner of Adams Road and Rockwe1l Avenue in Section 2-25-44. Parce] #02541-3907.
2, That the proposal consi sts of establ i shi ng a dupl ex i n the Agri cul tural
Zone on a lot whi ch has 90. 36 feet of f rontage and 11,294 square feet of area where-
as the Spokane County Zoning Ordinance requi res 100 feet of frontage and 1500 square
feet lot area for this use.
3. That the adopted Spokane County ,General ized Comprehensi ve Land Use P1 an
indicates Urban usage of the area encompassed by the proposal.
4. That the si te i s zoned Agri cul tural .
5. That the existing 1 and uses in the area of proposal incl ude sing]e fami ly
resi dences to the east, south and north. To the west i s mul ti pl e fami ly resi dences
and commerci al uses al ong Trent Road.
6. That the appl i cant has been made aware of the recommendati ons of vari ous
County/State agencies reviewing thls project whi ch incl ude: Department of Buil ding
dnd Safety, County Health Distri ct and County Util ities Department and has indi cated
he can comply wi;th those recommendations. .
7. That the proposal does not appear to be detrimental to adjacent properties no r have an adve rse i mpact . upon the p rope rty an d i mp rovements i n the area.

1. VE 247-83 - Rowe - A review of this application raises a number of questions
concerning access to the property in question as well as other parcels in the
vicinity.
From the information submitted for our review, we are unable to determine to
which county road (established and maintained) the access easement makes a con-
nection. The location of the easement as described is vague and cannot be
surveyed.
It appears as if other parcels may be served by this easement. It is our recommaendation that the zoning adjustor require the following prior to approval
of this application.
1• That the access easement to the property be described in a manner which
accurately defines its location and which wi11 permit perpetuation of the
easement.
2. That the applicant demonstrate that the right of access does exist from an ` established and maintained county road.
' 3. That the access easement must comply with Spokane County Standards for
Priva~e Roads (horizontal and vertical alignment as we11 as easement width
and improved roadway surf ace wid th .
The Zoning Ad~ustor should note that Judkins Road Ext. No. 86-S as depicted on the County Engineer's section map is not established or maintained. Its
status as a count~ road right-of-way is questionab~e and in all likelihood has
' been vacated. ,
I have attached "conditions of approval" which are applicable should the appli-
cation be approved. However, it is our recommendation that approval of the
application be held in abeyance until the access quesitons are resolved.
2. VE 3-84 & CUE 1-84 - Bates - No comments coucerniz~g this application.
3. CUW 4-84 - Mott - Applica~xt should be advised that an approach permit must be
obtained from the County ~~ngineer prior to construction of any new driveway
approaches to the County ~t~ad System.
