TFIIS P1ATTER, Beinq the consideration by the Zoninq adjustor of Spokane
County, denying the apolication VE-182-81, `or the purpose of relaxation of
signaqe requirements, hereinafter referred to as the "Proposal", and the
Zoninq Adjustor of Spokane County havinq held a public hearinq on November
18, 1981 and having fully considered all testimony presented thereat, and
further havinq visited the site and vicinity in question, and havinq render-
ed a decision on the 19th day of November 1981, denying said proposal, does
hereby make the followinq:
FIIr'DINGS OF FACT
1. That the proposal is generally located on the southvrest corner of
Argonne Road and Main Avenue.
2. That the proposal consists of a request to vary from the sian
limitations of the Residential Office zone for an insurance office.
3. That the adopted Spokane County Generalized Comprehensive Land
Use Plan indicated Major Conunercial usage of the area encompassed by the
proposal.
4. That the site is zoned Residential Office.
5. That the existinq land uses in the area of prooosal include sinqle
family residences, corr~nercial, business, office and undeveioped lana.
6. That the proposal is not compatible with existing uses in the area
in that Residential Office zones in the same area do not have extensive
signage.
7. That the proposal is not totally consistent with the surroundina
land use classifications and does qrant a special privilege or riqhts to the
applicant different than those enjoyed by adjacent property owners.
8. That the proper legal requirements for advertisinq of the hear-inq
before the Zaninq Adjustor of Spokane County have been met.
9. The special standards for signs in the Residential Orfice zone in-
sure compatibility of the residential and non-residential uses permitted in
the zone.
10. That the siqnaqe proposed exceeds the Local Business zone standards
and is equivalent to siqnage permitted in the Commercial zone.
11. That recent rezone activity in this vicinity indicates a low i+tensity
commercial use for the Argonne-Mullan corridor with the exception of the - 200
feet north of Sprague Avenue. Visually, the existing sianage is not consistent
with the existing low intensity comnercial character of the area.
12. That Aqi°icultural zoning exists adjacent to this site.
13. That a ma.jority of the examples of comparable projects submitted by
the applicant, at the public hearinq do not exhibit signage as extensive in
number of siqns per use or area of signs, as the oroposal.

DECISION
From the foregoing Findings, a review of the Planninq Department File
No. VE-182-81, testimony at the public hearing, and a site visit, the Zoning
Adjustor hereby denies the proposal.
