THIS MATTER, Being the consideration by the Zoninq Adjustor of Spokane

l, That the proposal is generally located adjacent to and north of
Mission Avenue, east af Felts Road and west of Raymond Road in Section Town~
ship 25, Range 44. .
2. That the proposa1 consists of the conversion of a residence into a
church on a narcel havi nq 32,000 square feet but i ac~ci ng the requi red f rontaqe

line.
3. That the adopted Spokane County Generalized Comprehensive Land Use
P1an indicates Urban usage of the area encompasse d by the proposal.

5. That the exi s ti ng uses i n the area are predomi nantly si ngl e fami l,y
resi dences on 1 ots of mi~xed si ze and undevel oped parcel s.
6. That the proposed church use i s pe r~ni tted outri qht i n the Agri cul tural zone on 1 ots havi ny a mi nimum of 125 feet of road f rontaqe and 15,000 square -Feet
of lot area whereas the proposal has approximately 100 feet of frontage and 32,000
square feet of 1 ot area.
7. That one of the important reasons for the road frontage requi rement i s
to i nsure that the proposed use wi 11 be afforded adequate access wi thout a si ani -
fi cant adverse i~npact on adjacent properties.
8. That the appl i cant has i ndi cated they w~ 11 provi de a paved access and
parking area to the church in accordance with~ Spokane County Zoning Ordinance
requi rements ,

that the resi denti al property immediately east of the proposal wi 11 be somewhat affected by noise and loss of privacy due to the approach and driveway to the

welfare.

The Bui 1 di nq and Safety Department has requested cl ari fi cati on of Condi ti ons
#l, #2, and #3 of the Spokane County Planning Department relatinq to the variance
approval.
Condi ti on #1 requi res that the appl ~ cant establ i sh parki ng areas i n accord-
ance with the Spokane County Zoninq Ordinance and that the anplicant pursuant to
the Spokane County Enqineers Office requirements develop the parking areas in accordance wi th standards approved by the Spokane County En~i neer. Further, i f
the paving of the parking areas is to be completed in phases rather than at one
time, the apalicant submit the paving schedule to the Spokane County Engineers

The Bui 1 di nq and Safety Department has requested cl ari fi cati on of Condi ti ons
~l, #2, and #3 of the Spokane County Planning Department relatinq to the variance
approval.
Condition #1 requires that the applicant establish parking areas in accord- ance with the Spokane County Zoninq Ordinance and that the aoplicant pursuant to
the Spokane County Enqineers Office requirements develop the parking areas in
accordance with standards approved by the Spokane County Enqineer. Further, if
the pavi ng of the parki ng areas i s to be compl eted i n phases rather than at one
time, the applicant submit the paving schedule to the Spokane County Engineers
Office and to the Spokane County Planninq Department.
Relatinq to Condition #2, the applicant is to establish a si~ht-obscurinq
fence of a mi nimum 6` i n hei ght a1 onq the east property 1 i ne, 25' back f rom the
front property 1 ine on P~i ssion Avenue. The front 25' of the east pronerty 1 ine
~ shall have a fence no more than 3' in height. These requirements relate to Find-
ings of Fact #9 of the original decision and were to be com~leted prior to the
