PROJECT DESCRIPTION
On Septe~nber 12, 1983 the Spokane County Zoning Ad~~inistrator made an administrative determination, based on facts contained in the file, that a dog kennel facility is a,
permitted use within the Restricted Industrial Zone. This determination was made in
direct response to a September 6, 1983 request by George Wilson, as property manager,
for the speci fi c parcel descri bed bel ow.
On September 30, 1983 the ac~inistrative decision of the Zoning Administrator was
appealed by W. R. Mi 1 ler, a property owner in the area of the speci fi c proposal , and
others. The appeal states the concerns of the neighborhood and reasons against the
establ ishment of the dog kennel faci 1 i ty on the speci fi c si te. The Spokane County
Zoninq Ordinance, Section 4.25.030 {c} states that an appeal of an administrative
action is to be reviewed in a public hearinq by the Spokane County Board of A~justment.
While the request by Mr. Wilson was concerning a specific parcel, the administrative
determination is a~pl i cable to al 1 Restri cted Industri al zoned areas i n Spokane Count~r.
The appeal and revi e« heari ng before the Board of A~j ustment wi 11 focus on thi s speci fi c site and proposal, as well as the administrative determination that woul d allow
dog kennel faci 1 i ties under the Restri cted Industri al zone i n al 1 of Spokane County~.

Please be informed that the Zoning Administrator for Spokane County f~as made an
administrative determination that a dog kennel facility is a permitted use within the Restricted Industrial Zone.
I provide the following facts as supportive of that decision. Spokane County Zoning
Ordi nance Chapter 4.11, Restri cted I ndustri al Zone, Secti on 4.11.030 - Uses Per-
mi tted Agri cul tural and Con~merci al d) Con~merci al uses per~l~i tted i n Secti on
4.10.030-(e).
In referring to the above-cited Section, I find as permitted uses:
Section 4.10.030-(19~ Clinics, medical, dental, and small anii~al clinics
and laboratories; and
~ Section 4.10.030-~46) Veterinary hospitals. '
In addition, I note that the subject property ~~~as rezoned to Restricted Industrial April 11, 1980, see File ZE-222-19, It was noted at tl~at time that the existing use
of the subject property is residential, dog kennel, and duplex.
. Today's requested action is for a change ii~ management of the existing dog kennel by
Spokanimal C.A.R,E, as an animal shelter for the City of Spokane.
As you are aware, any property owner wi thi n 300 feet has~ the ri ght of appeal of thi s decision, if such an appeal is filed within twen~y (20~ calendar days of the action
being appealed. The twenty ~20} d~ys ~~ill start from September 12, 1983. At that
time a public hearing would be scheduled for revie~~ of this decision. An appeal fee
of $15.00 must acconipany your ~~~ritten appeal which is to be submitted at the S okane
C un P ' ' p o ty lanning Department s office at PJorth 721 Jefferson Street, If no appeal is
received within said twenty ~20) days, this decision shall become final and binding. ~
