After dis- cussion between Mr. Foch.t and the appl i cant, agreements were reached whereby 1 andscapi~ng and fencing woul d be provi ded to Mr. Focht's satisfaction and that he di d not appear to oppose the proposa] further. Mr. Focht submitted a letter to the Spokane County P1 anning Department ind~ cating that an agreement had been reached w~~t~. the appli cant on October 25, 1984. 10.
