ZONINr, ADJUSTOR . • SPOKANE CDUNTY, IJASHINGTON IN THE MATTER OF APPLICATION ) FINDINr,S OF FACT, DECISON SPE-4-81; GIBSON REQUESTING A ) AND CONDITIONS TEMPORARY USE PER,^1IT FOR A RETAIL ) FLORIST SHOP ) THIS MATTER, Beina the consideration by the Zoning Ad,justor of Spokane Count,y, approvinq the application (SPE-4-81), for the purpose of a temporary retail florist shop, hereinafter referred to as the "Proposal", and the Zoninq Adjustor of Spokane Count.y havinq held a public hearinq on December 9, 1981 and havina fully considered all testimony pre5ented thereat, and further havinq visited the site and vicinity in question, and havinq rend- ered a decision on the 9th day of December, 1981 approvinq said proposal, does hereby make the following: FINDINGS OF FACT l. That the propo5al is generally located on the east side of Pines Road between 14th and 15th Avenues. 2. That the proposal consists of approximately 1.5 acres, on which an existing buildinq will be used for a retail florist shop. 3. That the adopted Spokane County Generalized Comprehensive Land Use Plan indicates Major Commercial usaqe of the area encompassed by the propo5al. 4. That tihe site is zoned Aqricultural-Suburban. 5. That the existinq land uses in the area of proposal include sinqle family residences, cemetary, church and undeveloped land. 6. That the proposal is compatible with existinq uses in the area. 7. That the proposal is not detrimental or otherwise harmful to the public health, safety and welf are. 8. That the pronosal is not totally inconsistent with the surroundina land use classification. 9. That the proper leqal requirements for advertising of the hearinq before the Zoninq Adjustor of Spokane County have been met. 10. That a retail florist shop does not conform to the provisions of the Aaricultural-Suburban zone. 11. That the applicant is working with the Planning Department staff to apply for a rezone of this site to a commercial desiqnation. DECISION From the foreqoinq Findinqs, a review of the Planninq Department File No. SPE-4-81, testimony at the public hearinq, and a site visit, the Zoning Adjustor hereby in approvinq the proposal makes the followinq conditions: A. COUNTY PLANNING DEPARTMENT 1) The applicant shall file a complete application for rezone of this site in a timely manner. 2) This temporar,y permit approval is valied until the date of action of the Hearing Examiner Committee on the rezone action or February 15, 1982, whichever occurs first. 3) The site shall be utilized in substantial confo rniance with the plot plan submitted for Zoninq Adjustor review. ! .
