ZONING ADJUSTOR SPOt:ANE COUNTY, WASNIIIGTOPl IN THE Ml1TTER OF VE-51-84; UNITEU AUTO ) FINUINGS OF FACT, TECHNICIANS - SIGN VARIANCE ) DECISION AND CONDITIONS THIS MATTER, Being the considerzrtion by the Zoning Adjustor of Spokane County, in hearing the application (VE-51-84), for the purpose of a sign variance, hereinafter referred to as the "Proposal", and the Zoning Adjustor of Spokane County having held a public hearing on April 25, 1984 and having fully considered all testimony presented thereat, and further having visited the site and vicinity in question, and having rendered a decision on the 9th day of May, 1984, APPROVING said proposal, does hereby make the following: , FINDINGS OF FACT l. That the proposal is generally located on the southeast corner of Val l eyway an d Pi nes i n Secti on 15-25-44. Parcel # 15543-2824. 2. That the proposal consists of allowing a 124 square foot sign extend- ing to the County right-of-way with a total height of 20 feet, whereas the Spokane County Zoning Ordinance, Section 4.09.125 requi res that no such si gn ~ project more than 2 feet into any requi red yard and when exceeding 40 square feet i n area, be pl aced fl aL against the bui 1 ding. 3. That the ajopted Spokane County Generalized Comprehensive Land Use Pl an i ndi cates Com»e rci al us age of the a rea encompassed by the proposal. 4. That the site is zoned Local Business. 5. That the appl i cant has been made aware of the recommen dati ons of various County/State agencies reviewing this project which include the Department of Building and Safety and has indicated he can comply with those recommendations. 6. That due to the widening of Pines Road the applicant will be losing 8 feet of property and losing thei r driveway completely. The appl icant testified that the reason for the height of the sign is to enable vehicles such as 1 arge del ivery trucks to pass underneath of the sign. 7. That no one appeared to oppose the proposal nor were any written comments adverse to the proposal received. 8. That the proposal does not appear to be detrinx-,ntal to adjacent properties nor have an adverse impact upon the property and improvernents in the area. 9. That the proper legal r-equireiients for advertising of the hearing before the Zoning Ad,justor of Spokane County have been met. CONCLUSION Following review of the Planning Department file, consideration of the publ i c testiniony, and ci rcumstances in the area of proposal, the Zoning Adjustor concludes that the proposal is not detriniental and is compatible to the publ i c heal th, safety and wel fare. DECISION From the foregoing Findings, a review of the Planning Department File No. VE-51-84, and testimony at the public hearing, the Zoning Ad,justor hereby in APPROVING the proposal establishes the following conditions: A. CONDITIONS OF APPROVAL 1) Signs requi re permits pursuant ta Chapter 3.08.030 0f Title 3, Spokane County Code and shall comply with the following: a.
