THIS h1ATTER, Being the consideration by the Zoning Adjustor of Spokane
County, in hearing the application VE-64-84, for the purpose of establishing
a yarage addition within one (1) foot of a side yard setback, he reinafter
referred to as the "Proposal", and the Zoning Adjustor of Spokane County
+ving held a public hearing on May 23, 1984 and having fully considered all
.,.,tir•x;ny presented thereat, and further having visited the site and vicinity
in question, and having rendered a decision on the 30th day of t•1ay, 1984,
APPROUING said proposal, does hereby make the following:
FINDINGS OF FACT
l. That the proposal is gene rally located on the south side of 19th
Avenue betvreen Pierce and Skipworth Roads in Section 2II-25-44. Parcel ~
28542-2304.
2. That the p roposal consists of allowing an attached garage addition
to be located one (1) foot from the east prope rty line.
3. That the adopted Spokane County Generalized Comprehensive Land Use
Plan indicates U rban usage of the area encompassed by the proposal.
4. That the site is zoned Agricultural-Suburban.
5. That the existing land uses in the area of proposal include single
family residences on lots ranging gene rally f rom 7,000 to 10,000 square feet.
6. That the applicant currently has a single wide garage but needs to
expand it to a double wide to allow wheelchair access f rom the garage.
7. That the proposal would not affect adjoining properties due to roof
pitch being directed at f ront and back of the residence.
8. That the applicant has been made aware of the recomniendations of
various County/State agencies reviewing this p roject which include the Dept.
of Building and Safety and has indicated he can comply with those reconunienda-
tions.
9. That the proposal does not appear to be detriniental to adjacent
p roperties no r have an adverse impact upon the property and improvements in
the area. The adjacent residence appears less than 5 feet from the property
line.
10. That no one appeared to oppose the proposal nor were any written
corunents adverse to the proposal recei ved.
11. That the p roper legal requirements for advertising of the hearing
before the Zoning Adjustor of Spokane County have been met.
CONCLUSION
Following review of the Planning Departrr-ent file, consideration of the
public testinpny and circumstances in the area of proposal, the Zoning Adjusto r
concludes that the proposal is not detrimental and is compatible to the public
health, safety and welfare.

From the foregoing Findings, a review of the Planning Department File No.
VE-64-84, testimony at the public hearing, and a site visit, the Zoning Adjustor
hereby in APPROVIPaG the proposal establishes the following conditions:

A. COfJDITIONS OF APPROVAL
. 1) Applicant shall comply with the plot plan contained in the file.
2) Al1 buildings and structures require building permits as per Section
301 of the Unifo rni Building Code. Pursuant to Section 504 of the
Uniform Building Code, a one-hour fire wall is required for location
less than three (3) feet to p roperty line and no openings in exterior
wall.

on parcels of land having no county
road frontage whereas the Spokane
County Zoning Ordinance, Section
4.04.040 requires 100 feet of con-
tinuous public road frontage in the
Agricultural Zone. Access to the
14 parcels would be via a 60 foot
wide easement road extending
northerly from Owens Road to the
sites.

1. VS 239-83 Ball - No comments concerning this application
2. VE 58-84 Harper - Both Glass Avenue and Dick Road are substandard County road
rignts-ot-way (total widths 34.5 ft.). This width is not sufficient to construct a
County Suburban standard road. Therefore, we must request that as a condition of
approval" the applicant be required to dedicate 7.75 ft. of his property for road
right-of-way on both Dick Road and Glass Avenue. We are also requesting a 20 ft.
radius at the corner of Dick Road and Glass Avenue. Applicant should be required
to sign Spokane "Notice to the Public #6" wherein the owners, heirs, grantees and
assigns agree to join in and not oppose or protest the formation of a County Road
Project (C.R.P.) or Road Improvement District (R.I.D.) for the improvement of Glass
or Dick. It is noted that the dedication of additional road right-of-way may have
an impact upon the setback being addressed by this application.
3. YN 60-84 Gilchrist - No comments concerning this application.
4. VN 63-84 B-0 Marshal - Applicant shall submit to the County Engineer a Record of
Survey which
1) depicts the locatian of the roadway easement as it relates to the parcels
which are being created,
2) the proposed easement shall extend from Owens Road to the Northerly proper-

3) the easement shall be 60 ft. in width and shall be designated as "Tract X
' future public right-of-way",
4) the applicant shall submit to the County Engineer a centerline profile of
the roadway and typical cross section,
5) The County Engineer will also review proposed drainage structures to assure
adequacy, and

Applicant shall record Spokane County "Notice to the Public #6" for Owens Road.

6. YN 67-84 Darrow - This property is affected by a designated Flood Hazard Zone.
