year anproval of a temporary use permit for a dependent relative, hereinafter
referred to as the "Pronosal", and the Zoninq Ad.justor of Sookane County having
held a public hearinq on March 30, 1983 and havinq fully considered all testi-
niony presented thereat, and further having visited the site and vicinity in
question, and havinq rendered a decision on the 30th da,y of hlarch, 1983,
approving said nronosal, does hereby make the following:
FINDINGS OF FACT
1. That the oroposal is qenerally located south of Spraque Avenue, east
of Manifold Road and west of Tschirley Road in Seetion 19-25-45, Snokane
County. Parcel #19552-0303.
2. That the proposal consists of a request for a temporary use permit
for one year to allow a mobile home for a dependent relative.
3. That the adopted Spokane County Generalizeci Comprehensive Land Use
Plan indicates Urban usaqe of the area encompassetl hy }he proposal.
4. That the site is zoned Aqricultural.
5. That the existinq land uses in the area of proposal include residential,
school, and comme rcial.
6. That the applicant presented a letter from a practicinq physician ex-
plaining the need for close cai°e by a relative.
7. That no persons have voiced objection or concern reqardinq the r)ro-
posal.
8. That the aqnlicant stated she would comply with all departmental con-
ditions applied to this prolect.
9. That the proposal othe ndise meets all current standards of the Spokane
County Zoninq Ordinance for this use.
10. That the proper legal requirements for advertisina of the hearin(i be-
fore the Zoning Adjustor of Spokane County have been met.
COPJCLUSIONS
l. That the proposal is compatible with existing uses in the area.
2. That the proposal is not detrimental or otherwise harmful to the public
health, safety and welfare.

hereby in approving the proposal makes the followinq conditions:

the Health Officer, the use of an individual on-site sewane system may
be authorized.
3) 4Jater service must be coordinated throuqh the Dit°ector of Utilities,
Spokane County.
4) Water service shall be by an existing public water supply when aonroved
by the Regional Enqineer (Spokane), State Departinent of Social and Health
Services.
5) Use of private wells and water systems is prohibited.
D. UTILITIES DEPARTPIENT
1) Pursuant to the Qoard of County Commissioners Resolution No. 80-0418, the
use of on-site sewer disposal systems is hereby authorized. This author-
ization is conditioned on compliance ~;th all rules and reaulations of
the Spokane County Health District and is further conditioned and sub-
ject to specific application aporoval and issuance of permits b.y the
Health District.
2) The owner, his heirs or successors shall ioin and participate in any
petition or resolution which purpose is the forination of a utility local
improvement district (ULID) pur-suant to RCW Chapter 36.94, as amended.
The owner, his heirs and successors shall further aqree not to onnose or
protest any legal assessments for anv utility local improvement district
(ULID) established pursuant to RCW Chapter 36.94, as amended.
3) Any water service for this pro,iect shall be provided in accordance with
ttie Coordinated l•later System Plan for Spokane County.
