The following is the title and summary of Ordinance No. 14-008 passed by the Spokane Valley City
Council on the 22"d day of July, 2014:
AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY, WASHINGTON,
ADOPTING AMENDMENTS TO SPOKANE VALLEY MUNICIPAL CODE APPENDIX A,
SPOKANE VALLEY MUNICIPAL CODE SECTION 19.120.010, AND ADOPTING CHAPTER 19.85
OF THE SPOKANE VALLEY MUNICIPAL CODE TO ESTABLISH ZONING FOR
RECREATIONAL MARIJUANA USES, TO ESTABLISH BUFFER ZONES BETWEEN
RECREATIONAL MARIJUANA PRODUCTION, PROCESSING, AND RETAIL USES AND
UNDEVELOPED SCHOOL, LIBRARY AND CERTAIN CITY PROPERTIES, AS WELL AS TRAILS,
REPEALING INTERIM DEVELOPMENT REGULATIONS ADOPTED PURSUANT TO
ORDINANCES 14-002 AND 14-004, AND OTHER MATTERS RELATING THERETO.
Section 1 makes and adopts specific findings and conclusions. Section 2 amends Appendix A of the
Spokane Valley Municipal Code (SVMC) to add definitions for Marijuana processing, production, and
sales. Section 3 amends the Permitted Use Matrix to include Marijuana production under Agriculture and
Animal Use Category, Marijuana processing under the Industrial Light Use Category, and Marijuana
sales under the Retail sales Use Category. Section 4 adds a new chapter 19.85 to include 19.85.010 setting
Marijuana production standards; 19.85.020 setting Marijuana processing standards, and 19.85.030 setting
Marijuana retail sales standards.
