Formal meeting have time allocated for general public comments as well as comments after each action item. The Study Session formats(the less formal meeting) are generally held the 1st, 3rd and 5th Tuesdays. Study Session formats DO NOT have time allocated for general public comments; but if action items are included,comments are permitted after those specific action items.
