Mr. Walls.
The official adopted FIRM 530174 0300 C, dated September 30, 1992, shows the site to
be located within the FEMA floodplain Zone A (Un -numbered). No base flood
elevation (BFE) has been determined. Fill has been brought in and used to provide level
ground for the foundation. The fill was in part a result of Health District requirements.
Because there is no determined BFE and because of the unknown flood flows in the
drainage channel, City Code 10.20.380 G. requires that the home and attached garage be
"reasonably safe from flooding." Therefore, the following flood conditions apply:
• The lowest floor of the home must be elevated 2' above adjacent grade (top of
existing fill adjacent to rock wall).
• Any materials below the floor (within the 2') must be built with flood resistant
materials.
• The garage slab may be built at grade as long as the first 2' of wall is built with
flood resistant materials.
• Flood openings having a total net area of not less than one square inch for every
square foot of enclosed area subject to flooding shall be provided. The bottom of
all openings shall be no higher than one foot above grade.
Final Occupancy approval will not be granted until a completed FEMA Elevation
Certificate (sections A, B, & E) is returned to the City.
