Dear Henry: The attached Drainage Plan and supporting calculations are for a proposed driveway addition located at 1501 S. Bettman Rd. The proposed plan shows the existing features and topography; including the existing driveway, home, and drainage system. The plan also shows the location of the proposed 1,200 sq. ft. driveway addition. Currently, runoff from the existing drainage basin, to the south, flows through one of four 30" corrugated metal culverts, then continues to flow north down an existing channel, averaging a 30' width, a 6' depth with a minimum grade of 4%. The attached calculations show that 175 cfs could flow through the existing piping and that the existing channel would be approximately 6" deep at this flow rate. The attached Executive Summary of the July 2005 Floodplain Analysis, done by Storhaug Engineering, shows that a flow rate of 31 cfs is anticipated during a 100 year rainfall event. Given these calculations the proposed plan does not inhibit the existing flow pattern. The proposed plan will alter the existing side slope from a 6:1 (h:v) slope to a 2:1 slope. County standards will be used for compactions of the driveway and vegetation will be added to the side slope to minimize erosion. Feel free to call if you have any questions. The study encompasses roughly 1000 feet of the channel beginning approximately at the 15th avenue right-of-way. This study utilized storm discharges calculated in the hydrologic study "Master Plan for the Glenrose creek / Central Park" performed by Montgomery Watson and supplied by Spokane County. Relevant information from the final report is provided in Appendix A. A direct value for the flow through the area (Figure 4-4, Appendix A) was not available for ultimate development. The flow was determined to be the runoff of basins C6, C7, C8, and C9. The method derived a flow of 31 cfs in a 1% annual chance (100 year) rainfall storm. A topographic survey was performed beginning in the fall of 2003 and continuing through the summer of 2004. The survey was performed under the direction and supervision of a registered land surveyor in the state of Washington. This survey was based on a NAVD 88 datum. All areas of the 1% annual (100 year) chance event within the boundaries of the property were surveyed. Additional topographic information was obtained off a USGS map. Contours, at 1 foot intervals, are shown on the exhibits in Chapter 1 of this report. The floodplain delineation and HEC -RAS cross-section data input were based upon the topographic information obtained in this survey and off the USGS map. The delineation of the 1% (100 year) annual chance storm event, as previously delineated by FEMA was obtained off the existing FEMA FIRM (Flood Insurance Rate Map) for Spokane County Panel no. 300 of 625. Their delineation through the subject property is shown on the following Exhibits 1 and 2. Their delineations are approximate and shown for comparison only. HEC -RAS 3.1.2 computer software was used to analyze the existing conditions of the site and provide calculated water surface elevations along the subject property. Water only flows in the channel during major storm events which has resulted in a high level of debris and vegetative cover. A natural stream with some weeds and stones describes the property accurately; so a Mannings roughness coefficient ("n" value) of 0.045 was used throughout the analysis. Appendix B contains reference material for our selection of the "n" coefficient. A 30" culvert is proposed to convey the storm water under the proposed 14th Avenue roadway. A storm water detention pond (also known as a "208" swale) will necessitate grading operations in the North-West corner of the subject property, which lies within the edge of the floodplain delineation.
