Spokane, WA 99211 Telephone: 509-443-6186 • Fax: 509-448-6582 • dwambeke @msn.com July 17, 2004 Mr. Dale Isley 1422 North Boeing Spokane Valley, WA 99206 SUBJECT: NEW 30' X 62' X 14' METAL/WOOD GARAGE Dear Mr. Isley: You have asked me for advice about the framing the metal building you have purchased and to assist you in obtaining a building permit for this structure, which you have partially erected on your property. As I understand it, this 30' x 36' x 14' pre-engineered metal building was originally purchased in 1998 by Nor -West Construction for a Mike Mahoney in Rathdrum, ID from Wedgcor Inc., a metal building manufacturer in North Dakota. You have shared a copy of the building erection drawings with me. Mr. Mahoney passed away recently and you have purchased the building (never erected) from his estate. You have made a 30' x 26' x 14' wood -framed addition to the building. The erection drawings for the building do not indicate the loading conditions for which the building was designed and manufactured. However, for it to have been appropriate for Rathdrum, ID, it must have been designed for 40 PSF snow load, 70 MPH wind speed, Exposure B and Seismic Zone 2B per the 1997 Uniform Building Code. At the start of you project last month, the governing code in Spokane Valley was the 1997 Uniform Building Code and loading requirements are 30 PSF live load, 70 MPH wind speed, Exposure B and Seismic Zone 2B. On this basis, the metal building portion of your construction should be adequate for the local conditions and code requirements. I inspected the building about June 20 and noted the metal building construction as well as the construction of your addition. The following items were noted as different from the metal building plans that could affect the structural integrity of the building: 1. The original building was to have a 3'0" gable end overhang. You have changed to this overhang to 3'0", which does not affect the overall structure. 2. The original building front endwall was designed to have a 12' door opening in the center with "C" section columns either side. You have changed this to have two 12' x 12' overhead doors in the end, so the original steel "C" section roof beam is now spanning from the eave to near the peak, where it is supported by a column consisting of four 2" x 6" nail laminated wood members. You have fastened additional wood members to this beam and supported it with studs down to the door header, which consists of two 2" x 10" members boxed with 2" x 6" members. My calculations indicate that the combination of the steel reinforced beam and header make the support of the roof by this endwall adequate for local loading conditions. 3. The rear endwall was originally framed with girts, two interior columns and steel "C" section beams. You have altered the loading on this endwall somewhat by framing a 14' bay addition on the east end. In order to support this additional roof load bolt on 6" "C" channel horizontal at the 14' elevation between the interior columns and add a 6" "C" king post at the center. This truss will provide the additional load resistance required to carry the additional load from the 14' endwall addition. 4. Although the building inspector told you not to proceed on any portion of the building, I advised you to add the cable bracing originally supplied with the building to protect the bare framing from damage by high winds. This bracing needs to stay in place after the building is enclosed. 5. The steel eave struts on both sides of the building were replaced by two 2" x 6" wood members laid flat as girts. This member must be supported by studs or blocks to the foundation every 6'0" or less in order to resist live loads on the roof. 6. The 14' wood addition on the east end of the metal building has 2" x 6" studs on its east wall and 2" x 10" DF -L #2 purlins at 24" o. c. This construction is adequate to resist dead, live and wind loads. I understand you plan to install %2" gypsum wallboard on these walls. An interior wall may also be added to enclose one room. 7. The east end of this addition has another 12' long addition open two sides, which is to be storage for your RV travel trailer. You have framed it with 2" x 10" purlins at 24" centers, which is adequate. The endwall has 2" x 6" studs supporting the roof to the top of openings at the 9' elevation. These openings need to have headers consisting of three 2" x 8" members or a box beam consisting of 2" x 6" members to support the roof loads. These headers need to be supported on 2" x 6" studs nailed to the double 2" x 6" columns you have already installed on this endwall. The north wall of this addition is open and the south wall will have a 6' wide x 8' tall opening centered in the bay. The balance of the walls will be sheeted with 29 gauge painted steel siding. 8. There are three 2' x 6' windows at the 10' elevation in each sidewall. They are framed such that no gravity loads are bearing on their headers. You described to me that the front end of the building floor was poured over an existing garage floor. You have placed 2" Styrofoam insulation on top the existing floor and your hydronic heating pipes. Prior to pouring the new floor, you dug large footings at least 24" deep at the corners of the metal building and under the main rigid frame. The rest of the building is a thickened slab construction. The described footings are adequate to transfer the metal building gravity loads to the soil. In conclusion, with the above additions to the framing already installed, the building will be adequate to resist dead, live and wind loads imposed on it. The structural integrity of the building will be adequate for local loading conditions. have prepared and enclosed plans detailing the construction of this building, with the necessary elevations. DW:dw 1 EXPIRES 12/29/05 A nonconforming use that has been abandoned or discontinued for a period of more that one (1) year shall thereafter be replaced by a use that conforms to the regulations of the zone in which the use is located. The term nonconforming use refers to only a single existing use and does not include all uses to which the property could have been put under a prior zoning ordinance or zoning classification. To ensure public safety, a nonconforming determination for the keeping of inherently dangerous mammals or inherently dangerous reptiles shall only be made by the Director of Planning and/or his/her appointee. The nonconforming determination shall be made within sixty (60) days of the adoption of this amendment (Resolution No. 99-1061). The approval of nonconforming rights shall be based on finding (1) That the animal keeping facility was in existence prior to the adoption of this amendment; (2) the facility was and is licensed by the Spokane County Animal Control Authority according to Spokane County Code Chapter 5.12; (3)' That the determination of nonconforming rights shall apply on to the licensed keeper, the mammals and/or reptiles being kept, and the location of the facility; (4) Licensed facility is outside of a radius of 400 feet from a school, daycare center, church and public park as defined in this Code. (Res. No. 99-1061, dated November 30, 1999). The nonconforming determination shall expire upon one of the following occurrences: (1) Removal ef or death -of such animal(s) and/or reptile(s); (2) The licensed keeper no longer resides at the location of the licensed facility; or (3) Failure to maintain annual license with the Spokane County Animal Control Authority. (Res.No. 99-1061, dated November 30, 1999) Any adult retail use establishment located within the unincorporated areas of Spokane County on September 7, 1999, which is made a nonconforming use by amendments to this code pursuant to Resolution Number 99 0762 shall be terminated within five (5) years. Pro Section 4. Amendment. The Zoning Code, Section 14.508.060 is hereby amended as follows: 14.508.060 Nonconforming Buildings and Structures Restoration of a nonconforming building or structure which is damaged by fire, flood, or act of nature shall be initiated, as evidenced by the issuance of a valid building permit within one (1) year of the date of such damage or destruction, and diligently pursued to completion. The Director of Community Development may extend this time period of an additional one (1) year if the applicant can demonstrate that due to circumstances beyond his/her control meeting the initial one (1) year time frame was not possible. Upkeep, repair, and maintenance of nonconforming buildings is permitted. A building or structure conforming with respect to usc, but not conforming with respect to a legal nonconforming use, height, yard requirements, coverage or density, may be restored in the event of damage, or altered or extended provided that the alteration or extension does not result in further violation of this Code. Section 5. Amendment. The Zoning Code, Section 14.629.020 relating to the Industrial Zone Matrix is amended by adding- the following uses as shown on the attached Exhibit "A".
