Staff notes the stormwater disposal methods shall be consistent with the 2001 Spokane County Stormwater Guidelines at time of future development. No concerns noted. B. ENVIRONMENTAL ELEMENTS Italics indicate potential mitigation measures, if any. EARTH The SEPA Checklist states the site's topography is rolling with a slope of 3%-5% and consists of Garrison very gravelly loam and Springdale gravelly sandy loam. No concerns noted. 2. AIR The SEPA Checklist states there may be minimal air emissions of dust from construction and that these will be controlled with water. Staff notes the site shall conform to Spokane Regional Clean Air Authority requirements to minimize air impacts. No concerns noted. 3. WATER Surface The SEPA Checklist states that the site is not located near a surface water body nor will there be any discharge to a surface water body. Staff notes the property is not located within a 100 -year floodplain pursuant to Community Panel No. 530174 0315C of the Flood Insurance Rate Maps (FIRM) [Federal Emergency Management Agency, September 30, 1992). No concerns noted. Ground The Checklist indicates that no groundwater will be withdrawn or discharged. The newly created sites will be connected to a public sewer system. No concerns noted. Water Runoff The Checklist indicates that storm water runoff will be discharged via bio f ltration (`208') swales and drywells per the Spokane Regional Stormwater Manual. Erosion control will mitigate runoff impacts prior to site stabilization. No concerns noted. 4. PLANTS The Checklist states current vegetation consists of pasture grass. All existing vegetation will be removed and replaced with residential grass lawns and '208' swales. No concerns noted. 5. ENVIRONMENTAL HEALTH HAZARDS The checklist does not indicate any Environmental Health Hazards. Police, fire, and paramedic services may be required and no special measures to reduce or control the environmental health hazards are necessary. No concerns noted. 7B. NOISE Checklist states noise impacts in the short term will be from construction and in the long term from vehicular traffic. Staff notes that in addition to vehicular traffic, residential noise related to the 12 new dwellings can be expected when the project is complete. No concerns noted. S. SHORELINE AND LAND USES The site is currently an undeveloped grass fields and is surrounded on all sides by residential uses. There is one shed on the site which will be demolished. When completed, the development will include 12 single family dwellings. The new lots will be consistent with the provisions of the R-3 zoning district of the Spokane Valley Municipal Code. No concerns noted. 9. HOUSING 12 new middle income houses. No concerns noted. 10. AESTHETICS The SEPA Checklist states that the tallest height of any building will be 35 feet and will have wood siding. No concerns noted. 11. LIGHT AND GLARE Light and glare will be produce associated with typical residential development, primarily from headlights and porch lights in the evening. No concerns noted. 12. RECREATION The Spokane River and the Centennial Trail are located to the north of the project site. Shelly Lake is located directly East, and regional and community parks are located to the North, West, and South of the project location. No recreational opportunities will be displaced by this development. No concerns noted. 13. CULTURAL AND HISTORIC PRESERVATION The Checklist specifies that there are no known historical and cultural resources at the subject's property. Pursuant to RCW 27.53.060, on the private and public lands of this state it shall be unlawful for any person, firm, corporation, or any agency or institution of the state or a political subdivision thereof to knowingly remove, alter, dig into, or excavate by use of any mechanical, hydraulic, or other means, or to damage, deface, or destroy any historic or prehistoric archaeological resource or site, or remove any archaeological object from such site, except for Indian graves or cairns, or City of Spokane Valley Determination of Non -Significance (DNS) SUB -02-08 (Bolivar Dozen) July 11, 2008 Page 3 of 4 any glyptic or painted record of any tribe or peoples, or historic graves as defined in chapter 68.05 RCW, disturbances of which shall be a class C felony punishable under chapter 9A.20 RCW, without having obtained a written permit from the Director of the Washington State Office of Archaeology and Historic Preservation for such activities. Upon any discovery of potential or known archaeological resources at the subject properties prior to or during future on-site construction, the developer, contractor, and/or any other parties involved in construction shall immediately cease all on-site construction, shall act to protect the potential or known historical and cultural resources area from outside intrusion, and shall notify, within a maximum period of twenty -fours from the time of discovery, the City of Spokane Valley Community Development Department of said discovery. 14. TRANSPORTATION The site has access from 12th Avenue on its northern end. Primary access to 12th Avenue is from Evergreen Road to the west. Evergreen Road has direct access onto 1-90 north of the site. One private road will access onto the site, providing turn -a -round access for fire trucks at the end of the private road per City of Spokane Valley and Fire District requirements. The Spokane Transit Authority maintains a bus stop approximately 1/4 mile from the site. Parking will be limited to the residential driveways and one side of the private drive. Staff notes that the proposal has received traffic approval from the Spokane Valley Public Works Department. No concerns noted. 15. PUBLIC SERVICES Spokane County Fire District No. 1 is the fire protection service provider for the City of Spokane Valley, and the police service provider is the City of Spokane Valley. The Spokane Transit Authority provides public transit service within the City of Spokane Valley. The subject's property is located within the boundaries of Central Valley School District. No concerns noted. 16. UTILITIES The subject's property is located within the service boundaries of Spokane County Division of Utilities and Vera Irrigation District #15. Other utilities such as electricity, telephone and garbage are to be provided by franchise utility providers in conformance with applicable City standards and requirements.
