Laws and regulations in our society are, at times, difficult to understand
and fully comprehend. This is true of zoning ordinances, which are laws
intended to protect and govern the many different uses of land in Spokane
County. It is my responsibility, as the Zoning Investigator, when the
situation arises, to help resolve conflicts involving the Spokane County
Zoning Ordinance.
This letter is in regards to reports received by this office concerning
five dogs being kept on your property, located at East 10802 Boone,
Spokane County, parcel number 16542-1068.
A recent visual inspection by our field inspector indicates that these
reports are accurate.
Section 4.03.020(33) of the Spokane County Zoning Ordinance defines a
kennel aS, '...a place, other than an animal or veterinary hospital,
where five or more dogs or cats are kept whether as pets or commercially,
including young over six months of age."
Unfortunately, a kennel is only permitted in the Agricultural Zone, in
which your property is located, upon receipt of a conditional use permit.
Find enclosed a copy of Section 4.24.250 which lists the conditional
standards. As your property is less than the required frontage, a vari-
ance may also be required. Please contact the Spokane County Planning
Department at 456-2205 for further information regarding conditional
use permit procedures.
We are of the opinion that a period of 30 days, beginning with your receipt
of this letter, should be sufficient time for you to either bring the number
of dogs on your property into compliance with ordinance requirements; i.e.,
four adult dogs, or to submit application for a conditional use permit for
a kennel through the Spokane County Planning Department.

the Spokane County Zoning Ordinance is a misdemeanor and does carry a
penalty.
