The following information must be submitted in order for this office to proceed with our review to determine compliance of the project with all applicable standards and conditions. Please submit all revised information to the Department of Community Development for circulation of the information to all implementing departments and agencies. A. Although the submitted site plan is generally acceptable, the Department of Community Development is requesting a revised site plan with additional information in order to confirm compliance of the proposal with all applicable zoning criteria. This information includes: 1. The proper legal description of each lot on the face of the revised site plan. 2. The building height in feet and stories. Include a note identifying basements and/or mezzanines. 3. Illustrate fencing (existing and proposed). Note the height and type of fencing. Fences over six (6) feet in height require a building permit and/or zoning variance. 4. Signage is addressed through a separate review and permit. 5. All outdoor trash, garbage and refuse (including recyclables) storage areas shall be screened on all sides from public view and at a minimum be enclosed on three (3) sides by a five and one half (5 '/2) -foot high concrete block or masonry wall, or sight -obscuring fence with a sight -obscuring gate, for access. The area is zoned UR -22, which allowed for 19 dwelling units to be built on the original .89 acres. The preliminary short plat application, dated June 6, 2004, indicated that the subdivision was for the existing house and three (3) duplexes for a total of 7 dwelling units with a presumed structure size of less than 3,600 square feet. The Spokane Valley Fire Department has reviewed the submitted plans for the proposed 'townhouses' and has found that the proposal does not document the required fire - resistance -rated wall assemblies that is needed to separate the individual dwelling units. Lacking the proper separation, this proposal for three (3) triplexes shall conform to the 2003 International Fire Code. The following items are required for fire department approval of a building permit: 1) FIRE APPARATUS ACCESS AND TURNAROUND: [IFC D103.6] Fire lanes and turnarounds shall have "NO PARKING — FIRE LANE" signs posted on both sides of the 20' wide roadway. The site drawings shall indicate the location of the signs. The distance between the signs shall not exceed 40'. The signs can alternate from side to side on the east/west section. An additional sign shall be installed at the north end of the fire apparatus turnaround. The site plan indicates a turnaround width of 16', this shall be increased to a width of 20'. 2) BUILDING ADDRESSING AND IDENTIFICATION: [IFC 505.1] The Fire Code requires that approved numbers or addresses be provided in such a position to be plainly visible and legible from the road fronting the property. With Bowdish being the `frontage' road, it will be very difficult for emergency responders to see the address numbers all on the buildings while driving on Bowdish. There are two possible solutions: install a sign on Bowdish indicating the addresses are down the private lane or name the private lane "Harrington" and re -number the building addresses with an east 115x( number. With either solution numbers shall be installed on each building with a minimum number height of 4" and a minimum width of .5". Which ever solution is selected it shall be noted on site drawings. The addresses shall be posted during construction with a durable sign. 3) FIRE SUPPRESSION SYSTEM(s): IFC 903.2.7 requires that a sprinkler system be installed throughout all buildings with a Group R area. IFC 903.3.1.2 allows the system to be installed per NFPA 13R. A separate permit for the suppression system shall be applied for. The drawing(s) shall indicate the location, type, and manufacturer of each sprinkler head, along with hydraulic calculations and catalog cuts. Plans must be stamped and signed by a Washington State licensed Fire Protection Sprinkler System Engineer. The common wall for townhouses shall be continuous from the foundation to the underside of the roof sheathing, deck or slab and shall extend the full length of the common wall including walls extending through and separating attached accessory structures. R317.2.2 Parapets. Parapets constructed in accordance with Section R317.2.3 shall be provided for townhouses as an extension of common exterior or walls in accordance with the following: 1. Where roof surfaces adjacent to the wall or walls are at the same elevation, the parapet shall extend not less than 30 inches above the roof surfaces. Exception: A parapet is not required when the roof is covered with a minimum class C roof covering, and the roof decking or sheathing is of noncombustible materials or approved fire - retardant -treated wood for a distance of 4 feet on each side of the wall or walls, or one layer of 5/8 - inch Type X gypsum board is installed directly beneath the roof decking or sheathing for a distance of 4 feet on each side of the wall or walls. R317.2.4 Structural independence. Each individual town -house shall be structurally independent. Exceptions: 1. Foundations supporting exterior walls or common walls. 2. Structural roof and wall sheathing from each unit may fasten to the common wall framing. 3. Nonstructural wall coverings. 4. Flashing at termination of roof covering over common wall. 5. Townhouses separated by a common 2 -hour fire -resistance -rated wall as provided in Section R317.2. R317.3 Rated penetrations. Penetrations of wall or floor/ceiling assemblies are required to be fire - resistance -rated in accordance with Section R317.1 or R317.2 shall be protected in accordance with this section. R317.3.1 Through penetrations. Through penetrations of fire -resistance -rated wall or floor assemblies shall comply with Section R317.3.1.1 or R317.3.1.2. R317.3.1.1 Fire -resistance -rated assembly. Penetrations shall be installed as tested in the approved fire - resistance -rated assembly. R317.3.1.2 Penetration fire -stop system. Penetrations shall be protected by an approved penetration fire - stop system installed as tested in accordance with ASTM E 814 or UL 1479, with a minimum positive pressure differential of 0.01 inch of water (3 Pa) and shall have an F rating of not less than the required fire -resistance rating of the wall or floor/ceiling assembly penetrated.
