DESCRIPTION OF CHANGES
This change order provides payment for removing Plastic Wide Lane Line Type Cl and installing Plastic Type B Plastic Wide
Lane Line on the west side of the Sprague Ave UP RR underpass per the attached CO 5 Gore Plan.
It also pays for installing Type B Plastic Crosswalk 2'x 8' panels at the following intersection crosswalks on Sprague Ave:
E. Farr, 1 CL panel and 1 panel at south curb; W. Farr 1 CL panel and 1 panel at south curb;
E. Mullan 1 panel at south curb side; E.Vista 1 CL panel;W. Vista 1 CL panel.

This Change Order pays for installing crosswalk panels with Type B Plastic (heat applied) at
locations where the Type C-1 Inlay pavement marking could not be installed because they fell on
the Centerline step-wedge joint or they were partially on existing pavement. These panels will
be installed with Type B Plastic.
It also pays for installing a gore line west of the UP RR underpass center bridge abutment as
Type B plastic after it was discovered that the re-installation of Jersey barriers on the west side
of the UP Railroad underpass center bridge abutments would conflict with the southern existing
Type C-1 gore line. The southern gore line was removed. After the Jersey Barrier was installed
the gore line will be reinstalled to not conflict with the barrier placement with Type B heat
applied Plastic.
The change order is estimated to increase the cost of the project$3,248.71. This project is
86.5%funded by Federal Grant STPUL -3840 (010)and the 13.5%match is funded by Spokane
Valley Street Preservation Fund 311. There are sufficient funds in the project budget to cover
these costs.

1. Describe the Change This Change Order pays for removing Plastic Wide Lane
line, Type C-1 and installing Type B wide lane line defining the south side center
gore line on the downstream end of the UP RR underpass bridge abutment. It also
pays for installing Type B Plastic Crosswalk Lines at locations where rolling in the
C1 inlay tape into hot asphalt was not possible.
2. Evolution of the Change
It was discovered that the re-installation of Jersey barriers on the west side of the
UP Railroad underpass center bridge abutments would conflict with the southern
existing Type C-1 gore line. The southern gore line was removed. After the
Jersey Barrier was installed the gore line will be reinstalled to not conflict with the
barrier placement with Type B heat applied Plastic. Several C-1 inlay Crosswalk
panels could not be installed because the fell on the Centerline step-wedge joint
or they were partially on existing pavement. These panels will be installed with
Type B Plastic.
3. Payment The cost was based on the $8.60 /square foot price for Type B Plastic
Crosswalks on the Argonne and Sprague Street Preservation Project. Since the
Argonne and Sprague unit bid price was for a much larger quantity, it was used
to establish the price for the Subcontractor and 12% was added for Prime
overhead and profit to obtain the change order price. The linear foot unit price
for the 8 inch wide lane line was derived from the crosswalk square foot unit price
by multiplying by 2/3. The Plastic Lane Line, Type C-1 removal price was set at
the cost for Temp pavement marking because it could be removed by simply
pulling it off in strips.
4. Time No additional time was granted or taken away.

The Change Order was approved 10/2/14 by Eric Guth, Public Works Director.
