I have been contacted by Kevin McMuklin on behalf of Bruce Mathis,the project sponsor to
complete a trip distribution letter for Mathis Addition,a 381ot subdivision planned east of
Evergreen Road, between Wellesley Avenue and Forker Road, north of Trent Avenue (SR
290). This site lies within the City of Spokane Valley as shown on the attached Vicinity Map
(Figure 1).
The 10.55 acre site is presently vacant open area. Mathis Addition will replace the
agricultural uses with 38 single family homes. The layout of the plat is shown on Figure 2,
the Site Plan. Access is via a new unnamed street connecting Evergreen Road to the west
and Bannen Road to the east, running through the plat.The zoning classification of this land
(R-3)allows for single family homes as planned for Mathis Addition and this study is being
required as part of the platting process. It will focus on the anticipated site generated traffic
volumes and general distribution of that traffic.
The trip generation characteristics of the site are expected to be represented by the
characteristics found in the Institute of Transportation Engineers Manual, Trip Generation,
gth Edition for Single-Family Detached Housing, Land Use Category 210. Local data is
available for average daily traffic for the single family residences from a report prepared by
NuStats on behalf of SRTC,and was used in this report. The trip making characteristics for
the site, including the locally specific average are summarized on Table 1.

Overall distribution from the site is expected to be 25% north to Forker Road and 75%south
on Evergreen Road to Wellesley Avenue as shown on Figure 3,Trip Distribution.There will
be incidental traffic on Bannen Road as well traveling to from the south of the new street.
Based on the determined distribution,there are two intersections which will have 20 or
more vehicles use them due to the approval of the Mathis Addition. These are: Evergreen
Road /new unnamed street, and Wellesley Avenue / Evergreen Road.Wellesley / Evergreen
was analyzed in 2011 for Roth Addition and found to be operating at LOS B. Traffic volumes
have not changed significantly since then.Therefore it is my professional opinion there is
adequate capacity to accommodate the additional traffic generated by Mathis Addition and
there is no danger of the intersections falling into unacceptable levels of service. However,
as you look this over if there are any concerns, please let me know.
