are attachi�g a copy of a letter of Noveanber 17, 1953 from the Director of
HighNays to the 3pokane Count� Ple.nnin�g �on�n3.ssion regardi�g the proposed
plat of the Evans Addition.
Our recoa�nendat,.i.on was that a single access approach acroas the railroad co�ild
be constnicted in the vicfnity of Lot 6 and accontpar�y a frontage road betKeen
the railroad and LotB 6, 7, 8, 9 and 10.
As stated in our telephone coaversation, our letter of Nove�ber 17, 1953 set
forth our reco�aendations to the Planc�ing Co�nnission. If, ho�never, it is nrn�r
the �rl.sh oF the subdivider to eliminate t�is Lot 6 access approach and t..he
frontage road and instead provide sole access onto an interior street on the
north side of these lots, then such an alteration uould be in conformity' to
our gen�eral recaa�endation of keeping the rnzmber of high•�y accesa points and
railroa,d crossix�ga to an absolute mi�num.

Reference is made to the preliminary plat of the proposed Evans Addition�
Spokane County, located in whe S�� of �he S4�, Section 1�, Toz�hip 25 I�ortb,
Aange l�1 East, Y.M.
This subdivision, as proposed, has one objectionable feature in t.hat Lots
No�s. 6 to 10, inclusive, have no means of access other than indivic�ual ap-
proaches onto Primary State High�y No. 2. These Ynunervus approaches onto
a highWa,y which carries an average of 9000 vehicles per day �uld create a
considerable hazard to the users of the high�ray. The fact that these ap-
proachea must cross at grade the tracks of the Great Northern Railroad, only
30 feet frnm the edge of the highxay pavement, adds to the hazard.
1de believn that a f'ronta,ge road ad j acent and parallel to the railroad right
of way extend.ing across the south half of this subdivision ahould be provided.
This xauld then allo� access fram the high��8y to Lots No�s. 5 to 10, inclu-
sive, by means of an existing approa.ch and grade crossir�g wh.ich is 70 feet
east of the svuthtirest corner af this sabdiviaion.
The railroad in front of I,ots Not s. 9 and 10 is app�oxi�a�,ely 3 feet higher
in elevation than the pave�ent on P.S.H. I�o. 2, and approaches to the highxa�
in this vicinity xould be veay hazardous to the travelinig pnblic.
In the intereats of safety to the users of the public highway�, �re recvmmend
that the plat of the E`vana Addition be revised to faclude an additional
etreet or f�ontage road Snd eliminate the necessit�,� of � sep�.ra.te approach
fro� the high�,�Sr to each lot.
