With regard to pla.tti.ng and selling of certain lots of a subdivision
of Tra.et 60 in the Opportunity District served by thia Company, Mr.
Eldon Jones is entering into a caritract With us at this time to install
domestic water mains to serve this gronp of lots.
A 6" ma.in is to be exteaded West from Locust road, along the South side
of B oane Avenue to a North and S outh stree t in the subdivi si on called
Staut road. From that point it is planned to extend a 4" main West
for appnoximate].y 175 feet and south approximately 310 feet with 4"
pipe, thus serving the snbdivision.
Mr. Janes has deposited vith this Company the sum of #1000.00 as part
payrent of the cost of this installation. The Company will begin uork
at the earliest opportunity, bnt due to the lateness of the season,
cannot guarantee how soan the work will be completed. The pipe for
the pro3ect is on hand bu.t certain necessary costings ha.ve not yet
arrived. The Company s}aall not be responsible for any delap in this
insta.llation dwe to unstz3.table Weather, acts of the government in

accepted as a Preliminary at our la,st meeting and lies between Boone &
Cataldo just east of Argonne Road being the E~ of Tract 60, Opportunity,

thereof for RfW. .At the last meeting Stout Road was on the ma,p as being
only a 401 street so it was suggested to make a 51 setback on each side
as a part of the dedication. Mr. State ha,s a report on the final decision,
I believe.
Ivir. State: I think r/Ir. Simpson can clear this up.
14r• Sirrpson: We propose to widen Stout, with the understanding that there
will be a 5 foot set back line. No shrubs will be planted within 5 feet
of the line. The plat is all staked and everything is in except the water,
~ and the streets are not graded.
, 1.1r. State; The rrincipTe thing, the s treets ha,ve not been graded or the
water in. The owne r unders t3nds that before the plat can b e accept ed a
bond will ha,ve to be furnished. Getting back to this 5 foot set back
line, we have not actually set the property line back, ti►e would accept
the 5 t set back however, in case we should ever widen the road, that 51
will b e obtainable. We qlso wanted to s tat e that no dwelling should b e
within 301 instead of 25 1. ( PvIr. State reads from the dedication, pa,ra-
graph 2.) I think that paragraph should be included in the,.dedication.
Mr. I4eigs: The entire length of that road isntt over 700t, is it?
Nir. State: It is 657t,
l,ir. 1.Ieigs: It would never be a through street then?
Mr. 5tate: We never know. We have made provision for kridening the street
with that 51 set back in case the need should arise. If it is necessary
to widen the road, the owners will have to deed 51 to the County.
Mr. Anderson: Wouldntt it be bstter to deed it now?
Ur. State: The Planning Cozmission talked about that last month. It was
thought best to do it t:zis way.
Mr. Chaffins: In the Valley we have a few streets tha,t are 60t. They axe
' Park, PYlission, Pines & Flora. And 99,8% of the rest in the Valley are
cnly 40t streets. We ask for 601 streets whenever it is possible to get
it. When we can get only a4Ot street we ask for a set back line. That
is true of short streets. The owners want to dedicate a4Ot street, then
we try to obtain a deed for a 50; street. It is impossible. If they
dontt compr9mise at first, they won't in the future. We might as well
close up the office when you say get a deed for this lar,d.
Z Mr. ifleigs: Does the County alloV► 401 streets now?
` Nir. Chaffins: All over the Va.lley they have 40 T streets, that was before
we came in here.
Mr. Anderson; Is 50= the minimum from now on?
14r. Chaffins; You have to comply with this setup. You can t t say 601 w11en
regulations sta,te 401. We are gradua.lly going this way towards a wider
street. Sixty feet is the theory, and when you canft get it we will
have to take 401 and get a 5 or 10 foot set back.
IJLr. State: Our Platting Ordiiiance obviously gives the width of the streets~
It does say 751 streets on riain thorou.ghfa,res. It says what streets can
be 401 wide. We personally tried to tell him to make that 501. I thought
T could get him to consider 50 1. It is more desira,ble but the Ordinance
says 401 and he knows it. This 51 set back line keeps hin from putting
ihi1orovements there.
Pir. Ivi,yhre; I understand your provisions, but I want to know if a401
street is enough?
Mr. Anderson; I think we shou7.d cha,nge the Ordinance to read 501 as a
minimum.

i-Ir. Graham: ?►Te have for consideration the preliminary plat of Ara--Boone
Addition, being a subdivision of part of Tract 60, Opportunity a,s
fo llows : E2 excopt t he TJorth 2201 of the ~tirest 1401 thereof and bxcept
the North 201 and the South 201 thereof for road right-of-wayi lying
between Boone and Cataldo just east of Argonne. Mr. State di the
Plattir_g Committee ha,s been informed of this plat, and at that time
nade a recommendation to Mr. Simpson regarding right-of-way for Stout
Road. NIr. State, would you enlarge upon that recommendation?
I,ir. State: 14r. Cha,irman, as far as the area of lots is concerned, the
lots axe plenty big enough. It is the same difficulty that we ha,ve
most all the time and that is they want to plot 401 wide streets.
'4de demand a wider street. The plat lies between Boone on the north
and Cataldo on the south which are 401 streets. We reconunend that
the lots facing those streets have incorporated in the deed a clause
requiring a set back on Boone and Cataldo of 10 feet so that any
sidwalk development or widening of the street could be accomplished;
also there would be no permanent buildings on this strip of land.
The south street on the pla,t has never been a street before. They
propose to dedicate it, and we recommend it to be a 501 street. 14r.
Chaffiiis is in touch with the Board of County Commissioners and he
will explain in regard to this minimun 50t street width. Some people
have the mistaken idea that if an old or adjoining plat has 401 streets
it is wide enough f or a new plat but there is a new policy adopted by
the Boa.rd requing a minimun street width of 50t.
P~ir. Cha,ffins: Gentlemen, we have found that 441 width streets in Spokane
Co'u.nty are entirely too narrow. That barely gives enough room for two
cars to tiass with parking on each side. Suppose it doesntt provide for
side walks, then sone of the side streets might get by. Ntission, Pines,
Flora and Park are wider, but most of the others axe 401 wide. For
, exa,mpl.e when we put the Sullivan Bridge in we ha,d to widen the road from
33roadway north to Trent. It cost us $15,000.00 for right-of--way on that
, little strip in order to secure adequa,te width for traffic. Forty foot
streets with cars parked on both sides becomes an alley. 11e have been
talking about this for 5 years that a40 foot street is too na,rrow.
Very few of these streets in the Valley have alleys between them, there--
fore, I am very much a;a.inst any plat being broug'Lit in with a 401 street.
ti'Jhen the application comes in for a street to be a County Road we wouldntt
grant a petition for a County Road until it i.s wide enough, so they might
as well plat it properly. We are not going to build a raad 501 wide at
this time, but w e will have the ground that we could develop at a later
date without paying $15,000 far 2,040 feet of right--of--way.
NIr. Anderson; Thaxik you, Mr. Cha,ffins. Is I,;r. Simpson here7 Do you

i-Ir. Simpson: Mr. Jones owns all the east half of Tract 60, except tt::,n
rectangular axea in the TnV corner 1401 x 2201. Opposite this, and
Stout Road he wanted two lots runniftg horth and south which are a minimuir~
width now of 701 with Stout as a40t street. I talked to Phr. Chaffins
and he said he wanted Stout to be 50t which would cut 21 feet from the
width of each lot. Mra Jones wants to plat 40t since Stout is a dead end
street and it isntt going any further than that block; we thought it
might be considdred on that basis.
Mr. Andqson: You heard MV. Cha,ffins statement and you knaw what the
policy is.
Mr. Sim,'p oni X dbrit t like to plat i t under 50 t. I would have had it 501
but TUir. ~ones can explain why.
Mr. Jones; Two years ago when Cataldo wad piit through Y went to IVIrr
Chaffins and told him I might develop this property here. At that time
I ca.me in and talked to the County Engineer: I went ahead ana got 11
deed for a40t strip and I ha,d a lot of difficulty in getting itt Then
the County Commissioners met and made a new ru.ling to affect the road
width. When I brought the deeds in they said they can=t accept it, I
knew it was useless to get more from these people. I'vIr. Cha,ffins thought
as long as the street extencted just 6401 it would nass as being a4Of
street. ^
Mr. Cha,ffins; Ivir. Jones, would you be willing to put a set back line on
that street?
14r. Jones: Yes.
Mr. Cha.ffins; O.x., that will be fine.
Ivtr. Jones : They can tt build or put anythi ng up beyond that line.
I-iIr. Chaffins: That stip of land is for our interests, just in case we
want to get more space for road we wouldntt have to move trees, etc.,
that would cost the County a lot of money like they had to do with
Sullivan Road. That cost us $15,000. Cf course we may not widen these
roads for several years, but who knows?
NIr. Jones: I will ha,ve a set back so it will be O.K. with you.
Mr. Brede: You have to be back 301 instead of 25t.
Mr. Anderson: Any further questions? Tf not, we will take this up in
Executive Session and you will be notified, Mr. Sim-oson.
