IV PROPOSA3,S TO CRAlIGE THE ZONIZTG MAP
1. ])enisl on the auplication of Ted Bolia to chaage the zoning map from
Agricultural to Looal Bus ane9s on the N. 2001 of the WEg of Sec. 26--25--41 ,
Iping due south of Azrc-ra.,y Heights, for the fo?lov.►i.ng reasons: A similar
requeet «ae ma.Ae in this general erea in August, 1954o kt th.at time the
Planniag CominissiQn etated; "The locat3.on of the Commerc3a1 zonee along
the Suuset Highi;ay and the Cher.ey cut-off were well coasidered aC the
tfme they were establiahed. The Commercial zones weFe sr,aced om bcth
sidse of the highvlay so as to provide adeQuate area for Present and
future business develonment and to serve the publica P.iture highws.y
devslopment plans were a major factor an determining the location of the
busfness areas. There is a Preat deal af vacant undeveloped land zoned
as aommercial at the present tune that ca.n be used for this type of
business without chaaging tho zaning ma,p.
In the not too distant future limited access treatment will be given to
thi9 hig, hcvay. The praposad location is a considerable distaace fram a
propoeed access poirit and should a commercial develogment be peamitted
it mfg,ht very well aeceesitate an expensive overhead crossing or expeneiva
relocation of the highejay. The present staggered loca►tian of the com-
mercial zoaea ie to avoid euch possib3litiea.
A plan for this area baa boon adopted and emcted in4o law. It ae tha
opinion of the Plann,iDg Commiseion that tLe applicant ha,s not shown that
the developmgat in the area waz-sants $mendmente of the p?aa or that such
amendmaat is aeceflsary in the publfc interest."
The repost of the Comprahensive Plan Committee prQSen-t6d at the Febrvary
24th meet ing stated: "The princ Yples up4n whic.h t;a ~i.igitst, 1954 decis ioa

State IIighi-yay Departments i 10 yaar plan includes a limited access or
partisl limited access treatment for this section of highvjay to be
undertakea in the 1959-61 biennfum. ConQnercial develogment spanning
thie h3ghway at Airway Heigste m8y well make the cost af lyupiug acceae
rights prohfbitive. Should busineesee be establi.shed on the aouth eide
of the highvlay to serve highwaq traffia primarily3 the 5tate HighEva,q
Departmsnt cvould have tiqo alternatives, (1) To buy ihe busineases at
their nrarket value or (2) To relocate the highwa,q to a.vaid the entire
communi tg in order to reduce the cos t of limited acces• ki•eatment o
Exgarience xn ather parts of th3s State has a.lread.y indic.ated tlaat it is
cheaper to move the higharay than to buy out businesses ecfabl3ahed along
botU sides.
Eatabl3shmeat of busineeses an thR south side of the higa.way may very
well have the effoct of d+epriving the colnm$reial establishmenta which are •
dependent on highway tsaff ic of their source of businesso
There are exieting 2oned areae vn the eouth side of the highway nith
vaca.at laad which 3,s availablo far develapment. No zale chaages are
aQcessary to pravide additional eervices for highway traffic on the
south eidle of the highway. It should again be nointed out that residsntial
area of Airway Hezghts ia on the nQrth sid"e rsther than the so-xth side
of the highway.
It is recommended that in or der to preserve the cxis;; ing bus a.ness area, of

2. Den3a1 on the applicatioa of Elberta Walkss to change the zaniag map from
Agtciaultwcal to Zocml Bueines$ cn the bTE cornes of Hayford 8oad and Simaet
Highcaay, being a part of Governmeat Lot 4 in Section 19-25-42. It wlae
fataad that while this propert9 ie approximately two miles eae't of the
groperty deeos•ibed in the above application, it is in the same planaing
area, located oa the same highway, and the same type of relatfonehip to
an eetablished cnmmercial zoneo Ia ths opiniaa of the Plaaaing Commission,
no facte cfere presented to dietinguish betvreea thia propoeal aad the
above praoosal or to show that conditionB have eubstantially changed sinae.
the zoa 3ng plea was mdapS;ed. It is therefore the opinion of the Planafag
Commiesiea that this proposal ahould not be givea gavorable coaeideraLion
