THIS PERMIT is granted upon the express condition that. the building or land use for which the permit is issued shall conform in all respects to all the ordinances of the County of
Spokane, regulating the construction, use and occupancy of buildings in Spokane County, and may be revoked at any time upon the violation of any of the provisions of said ordinances, or
failure of plans as approved, to comply with said ordinances.
In consideration of the issuance of the permit for the erection of signs the grantee must place the said signs where directed. by County officials and shall remove the said sign at the
expiration of the permit unless regularly renewed.
This permit will be good only for commencement of work within six months, and the entire completion thereof within year

At your request I accompanied you to the subject site on June 21, 1977,
The purpose of this visit was to observe the separation between the house
and the fireplace chimney.
I observed that the separation is closed at the ground line and gradually
opens to a maximum, approximately 3/4", midway between the floor and the
roof. There is virtually no indication of differential foundation set-
tlement at the juncture of the house and fireplace foundations.
It is my opinion, however, that settlement has occurred at the north side
of the fireplace foundation and rotation of the footing has resulted. This
rotation is amplified in the movement of the chimney above because of the
greater lever arm to the mid -height of the building compared with the short
width of the fireplace footing. The actual settlement producing the tipping
action is probably in the nature of 1/8 of an inch. Since this construction
is about two years old, I believe it is reasonable to assume that very little
future settlement will occur. I do not think the existing situation poses
a condition for any special concern except I recommend the space be weather
sealed to satisfy both moisture intrusion and visual requirements.
A periodic check for any change in the present, condition is advisable and
should be followed up on if future movement does occur.

Two different inspectors and myself inspectei this fireplace on ell
concurred that it should be torn down, footings includedom rebuilt.

minivum of 6ft above grade.
The new fireplace footings must have four bars of 44 rebr vsrtlaaliy
(on iz. ach corner) which the brick mason must continue to extend upward
ee; the fireplace is erected. This rebar mat also be tied ovary 24" into
the fireplace. The fireplace must also be tied horizontally to the secon4
floor joists and to the ceiling joistz. These horizontal time (atrepa)
must be tied into the floor and ceiling joists With two straps at sach
floor and ceiling level.
It is the opinion of three of the County ildg Code inspectors that
the powAent fireplace does not conform to code require nts and could be
unsafe in it' s present condition.

Received your letter of May 13, 1977 concerning fireplace
a. as 4515 Liowdish Road,
I have had three qualified mr_...riry contractors s > nspect the
fi^eclace and they all say that the fireplace is structuraly sound
end they felt that the siding has pulled away from the f i^eplace
in the upper level as there is not a crack in the lower level.
We checked the footing and found that it is level and find the
fireplace is plumb. There are no crcks in the mortar.
This footing was i nsaected before the fireplace was built
