SUBJECT: Road Finntage Requirements in the Zoning Code
DATE: February11, 1992
Recendy we had the occasion to rnore closely investigate the-road frontage requirements in
various zones of the Zoning Code for Spokane County. It has come to our attentioa that aftet
reviewing the definition of "Street, Public (Private)" that in cartain instances, an administrative
excep,don for road,frontage would.not be requimd.
Specifically, if the-street has.been dedicated, affords primary~means-of access to abutting
property, and has the required amou.nt of frontage along that street;-then there is no requirement
for processing an adnuriistrative exception for foad firontage. In- the case of aprivate rbad or
easement, if` it is recorded with the Auditors_ fot access puiposes; affords primary means of
access to abutting property, meets, the Spokane 'County °Road Standards for private roads, the = owriers assume responsibility for maintenance and has; the required amourit of frontage along
that easemen.t, then~ihere is no re,quu-ement for processing an admi.nistrative excepaon for road
fr"oiitage. .
' There is a question regarding the Engineer's autbority regarding private road standards and
maintenance,and I suggest that yo,u contact their~Land Development Section reganding these
issues. We wouId not be reviewing through the adrninistrative exception process the above
. requirements, which means that Uniform Fire Code standards, maintenance and access would
fiave to be assured by your-department during the building pernut application process.
