Tlle owners of the land requested the zane ahange in order that a
"super market" and shoppzng center m2ght be developed. It was
stated and aonfirmed that the promoters of the projeot are aeek-
ing to aoquire the addational property taetivesn the area in
question and the hlilwaikca ruilrQad to inolude in their develop-
ment. The petitioners stated they would accept restrictions on
builduig locations and plat dssign to ensure traffia safety and
grov3sions oi'' adequate off-street parkingo
Persons appearing in opposition stated that the area had been
zaned as Suburban for many years to proteat residential property
Qnd to protect the heavily traveled public highway from a com-
meraial development whYCh vrould interferc with trePPic. It was
oontended there as no need for additional uses in the area be-
tween Opportuna.ty and Dishman and that no factual information
had been presented demostrata.ng this need.
The Flannznr Cornmission based its approvQl an the fact that there
already existe on the corner, a commera:Lal busaness, that both
Sprague and Unlvers?ty Avenues are important arterialg serving
residential areas, that it is desirable thgt residential shopping
centers be located tvithin a convenient distanae of residences,
tlmt at is approximmately one mile from this aree to the nearest
grocery store, that the Property is bounaea by a railroad and
state highwray on the raorth, a heagily travoled street on the
east, a railroad two hundred feet to the south and a truck gar-
den and greenhouse on the west, thus making it less valuable as
residential property than property locatad away from heQVy t*'af-
