~ April 30, 1953, the following action was taken and was recommended to the Board of
County Commissioners.

1. That the zoni.ng map be amended to change from Agriaultural to Coamoroial
the lots faci.ng Trent hvenue, betwsen Williams and Stegner ~treets, Lots
11 to 20 Iuc., in Black fi and Lots 1 to 5 Inc., and 11 to 20 Znc., in
Block all of Grandview Acres Addition• ti substantial portion of this
area is already used for Commercial purposes and it is believed to be in
the publia interest as well as the interest ot the property wvners within
the proposed zane change to make the entire area a aouuneroial zone. There
was no opposition from property owners or other persons to this proposal.
2. That the Ei o£ Bloaks 32, 17, 16, and 1, in Spokane Terrace Addition be
rs-zoned from Agricultural to Commeraial. (The lots f'aaing Division ~
Street.) A subste►ntial portion of this area is already used for aornmeraial
purposes and it is believed to be in the publio interest as well as in the
interest of the property ownars within the proposed $one change to make
the entire area a oommeraial zone• There waa no opposition from proFe rty
owners or interested peraons to this proposal.

Addition (Lots on the Ee.st side of Wall Street abutting Wall Street) be ,
i re-zonad from Suburban to Cornmeraial. It is believed that these lots
should be of the same classification as the commercial development and

Drive. ) It is recommonded the.t thi6 permit be denied beaause the appli-
cant failed to show, in accordance with provisions of Seation 17 of the
Master Zone Resolution, that the proposed use, on such a large soale, was
in harmony with the permitted uses of a Suburban Zone a.x:d the area in whicl
it is Frooosed to r~e loapted.

120, 121 and. 122 in First Addition to City Gardena in the SXJ4 of Seotion 4,
Township 26 N., Range 43. (Approximataly 40 aares north of Center Strset
and west of Pittaburg Street on the site formerly used by the County Road
Department for a gravel pit and rock arushing operation.) It is belioved
that the permit should be granted because the opponents, which were many,
failed to shaw thQt the operation would adversely affeat the health, sataty,
morals or general welfare o£ the public as required by Paragraph 1, Section
17 of the Master Zone Resolutian in order thQt the permit may be denied.
The proposed location is approximately 800 feet t^ri:7 trJ 1: 'r, corr_:.r of :r.llt _

believed that the addition of an esphalt plant of the size proposed will
not material].y effeat aotivity oarriod on at the location. It was not
shown that the asphalt plant proposed to b e moved from its present location
east of and ad jacent to Geiger Field wou's.d have u^dul;t dr.:tri:n.;ntal t:: ffoct
on the area. A rock orushing act3vity utilizinZ the proposed cli`_'f would
be less hazardous to the general public tliRn an operation conductod from
a pit whioh is neaessary in many locations.

The property abuts a former mink farm now oporated as a poultry farm. There
are other dog kennels in t hs vioinity Qnd a kennvl with f ive dogs has been
rr:aintainad on the groposcd site sinao 1947. An ligrioultural zone is Q
7one designed to acc4rrmodate agricultural pursuits and the raising of
ani.mals and poUltr,y. Dog kennels aro permitted in an Agricuitural zone by
specific ment.ion on the bas is of a special permit. It is to be presurned
the.t t he resol.ution intsnds that a srecial pormit be issued when it is I
shown that the prcposed use is in harmony tiyitrs the iatent of the ordinance
and the general aharacter of the aroa, provided adequate land ia aoquired
and the kennel is loaated a reasnna,ble distanao from 4d jacent property
owners and dwellings. This applioation is to locate the kennel approximatQ!
one hundred feet from each property line and two Ytundred feet f'rom the
front and rear property line. It is pr aFosad that a weatiier res istant

£eet frontago is providod and the kennels are located not le ss than 65

applied here. It is also believed thet the required sight obscuring fvnce
would be a traffia hazard on an important interseotion and that the limited
araa available would eventually oreate problems e£faating the general
welfcare.
