AGENDA ITEM TITLE: Shoreline Master Program Update — Deliberations — Draft Shoreline Master
Program
BACKGROUND: The City's Shoreline Master Program (SMP) Update team has completed the Draft
Shoreline Master Program. The document has been developed in phases with each phase previously
reviewed by the public, technical advisory group, Planning Commission and City Council.
The Planning Commission conducted a public hearing on the draft SMP on October 9th. Comment received
was considered during deliberations on the SMP following the closure of the public hearing. As a result of
the discussion, and additional information provided in the revised Cumulative Impacts Analysis, the
Commission directed staff to draft language to address joint dock requirements for residential
development in the Coyote Rock area. Attorney Tadas Kisielius provided language that requires applicants
requesting residential docks to explore joint docks with adjacent property owners, and establishes process
framework if joint docks are provided. Alternatively, if joint docks are not provided, than applicants would
be required to provide an analysis of the cumulative impacts of additional docks in the area. The draft
language is noted on page 37 of the Regulations in track changes form for review.
The Draft Shoreline Master Program is provided for your review. At this time the Planning Commission
should review the Draft SMP and provide a recommendation to the City Council. Findings will be provided
for your consideration at the meeting.
GOVERNING LEGISLATION: Shoreline Management Act (SMA) under RCW 90.58
PREVIOUS ACTION TAKEN: Numerous discussions regarding SMP Update.
APPROVAL CRITERIA: RCW 90.58 and WAC 173-26 define the process for approval of an SMP and require
that the document be consistent with the goals and policies of the SMA.
RECOMMENDED ACTION OR MOTION: The Planning Commission may recommend approval as presented,
recommend approval with modifications, recommend the proposal not be adopted, or forward no
recommendation to City Council.
