for helF a_nd/ol- advice as to a►here to obtain help. We have received "5uper-

imal-Ile of the situ3ti-on, Mrs. Stewart's attitude and her eZdeavors to continue
her activizies di.sregarding the health and welfare of anyone living in this
nei;hcornood. Does this rnea.n ihat the rest of the resideats have no otner
alternative bu'L. to "Keep Quiet and Learn Ta Live W1t1Ti The Degrading jituation"?
We have practically been told that this is our ultimatur,.' If we esK for and
receive any hQlp or -assistance from a-ny aoency what so ever we receive verbal .
htLrassment and threats of lega3 action from Nrs. Stewart,. h►e al1 feel
_prisone=s of t~ii-s dilernma. We ca*inot endure this situation any lonoe.. We
respectfull;; plead for J our help. We do not u.nderstand WNY we 6hould be
victimized and plagued const~ntly with verbal abuse, tYreats or eveaz the need
to spend our d.ollars to enforcQ a right whzch is a]lready Otil"6 a.d so 6tates
in th-= Tit3e Insur-ance Dedication o: Wellesley N~nor First Addition. We, also,
do r.at understand why this situation Vras allowed to be initiated from the
begi.irag si-nce its entirety is against the Title Lnsurance Dedication rules

Yet, Mrs. Stewart has carried on a com.mercial entErprise beginning in her house •
and then advancir.g to a larger constructed brailding in the back portion of her
lot. Then, ta add injury to•inju~~ aiid insult to insult, she deposits the waste

right defiance of the Title Insurance Dedication.s a-ules a.zd regulat? ons. Yet,
Mrs. Siewart is al? owed to carry on with her activities. We do not icnow why
so many people are er.pected to Qlii.ETLY kCCEPT such degrading humiliations and
the,d_isparaging cor_sequences of Oi+TE PERSONS open defiance, selfishness and
unconcerned attitudes and activities. One of the neighbors have indi-cated that
upon calling the Environmer_tal Healfih Department that they•were told that "Mrs.
Stewart was, indeeri, within her rights and cou.ld legallv carry on her activ-

"3'hey daubted that an~rthing would e~►er be done about the situation a~,yhow because

Stewart's L'ireplace come fleating down and envelopes your entire house as she
burns what seem-Lngly srnells like hair contents in her fireglace at any ti=~ne of
the dav or night. ..mostly duAring the late nigrt and early morning hours. The
s-nell is so oad that it cause5 naasea, headaches, and makes it diff icu? t to
bMeathe. The odor from the rabbit barn and from the waste rnaterials deposited
over her lot is so bad, that urider correct weather conditions, causes nzusea,
Wat@TrI eyes and makes breathinn difficult. lJe live with the doors and windows

Ivevertheless, unc€er the present situatioa, NLrs. Stewart's activities and the
co:?di~ions o~ her ?ot have cause3 a defacement and a devaluation of our
groperties such th3t it would be difficult to 6e11 our property, even if we
so dPs??-ed, at a fair narket-value. Somehow, this all just doesn't seem quite
right ! We are, indeed, people of WOP,TH AIvTD IlvTMLIGEiJCE. We feel Lhat we
have beer de;raded and abused long enough and that action needs to be taken
immeaiately to restore our digriity as citizens of Spokane County, as tax gay-

manner in which it was, purchased and so intended in peace and harmony. We
accepted the rules of the Title Insurance Dedication for Wellesley Manor

F?rst Addi-tian a-n'd purchased our p^operties with these rules in mind. We regret
,that I4rs. StewarL has chosen not to abide by 116-hese ru3es but we do expect that,
si-nce she has pu~chased property in Wellesley M3nor rirst Addition that she
adhere to the rules and regu?ations as so stated in the Title Insurance Dedi-

RE: Raising of Rabbits - Fly and Odor Problems
On august 16, 1982 Mr. Daryl Wey end I insgected your premises to determine
.your compliance With our August 3, 1982 letter. We observed the following: ~
r ,
-1. The flowerbed located along the west fenceline was suitably
. rototilled and there were ao detectable Ply and odor problems.
2. 3'he plastic bags og straw previously located in the southweBt
° cormer of tbe property laad been removed. You also stated the
few plastic bags by'the back deck aould aoon be taken care of.
. 3. Yery fea flies were noted around the residence vith-the excep-
, tion of the small garage door area. You indicated there vould '
• be eome clee,n-up in the ga.rege which aas in fairly good order.
',(As per application instructions your continued use of Cygon
for eaterior surfaces aill minisize the adult fly presence.) ,
4. The only odor detected Qt the raDbitry, vas at the door enterance.
Said odor was not out of the ordinary for a rabbitry and the
odor was not -detected axey flrom the enterance. Very Pew flies °
vere observed around the building structure.

' If the existing conditions can be maintained as ami.nimum then
th'ere should not be any fly and odor problems associated xith the
- rsbbitry. You indicated tnat the collected nienure and urine aould
° be warked into the soil as recommended by Mr. Moldovan, County
Extension Agent. It aould also appear useful to follov his
recommend, ation,to have on hand some agricultural lime to mix in
vith the incornorated wastes. We appreciate your efforts in
, acceptably minimizing the fly and odor situation. Such efforts
aill need to be an on-going function And renuire the same care
, and concern that you need to Frovide daily for your rabbits.
