Staff and consultants will preview the comprehensive plan update process, including legislative requirements,
steps in the process, and timeframe for completion. The study session will include an initial opportunity for
Councilmembers to suggest potential topics and issues that the Council may want to consider in the
forthcoming public process.

AGENDA ITEM TITLE: Comprehensive Plan Legislative Update
GOVERNING LEGISLATION: Growth Management Act (GMA) RCW 36.70A
PREVIOUS COUNCIL ACTION TAKEN: None.
BACKGROUND: The City's Comprehensive Plan is outdated and needs to be revised to better
reflect the needs of our community. Per RCW 36.70A.130(1), every county and city in the state
is required to conduct a periodic update of its comprehensive plan and development regulations
every eight years. Although the City of Spokane Valley's update is due no later than June 30,
2017, the City prefers to begin this process in 2015.
Staff and consultants will preview the comprehensive plan update process, including steps in
the process and timeframe for completion. There will be an initial opportunity for
Councilmembers to suggest potential topics and issues to be considered in forthcoming steps of
the process. Input from Council will help the team develop the Public Participation Program and
Community Visioning Process that will be brought back to Council at future meetings.
Attorney Tadas Kisielius and other members of the Comprehensive Plan Update Team will be
present to answer questions.

Why now?
The City's existing comprehensive plan is outdated and doesn't
adequately address the needs of the community
The GMA requires periodic comprehensive plan updates every
eight years

The GMA sets planning goals and requirements for local jurisdictions, with
emphasis on deference to local planning actions.
The GMA's fourteen required planning goals include the following:
• sprawl reduction
• concentrated urban growth
• affordable housing
• economic development
• open space and recreation
• regional transportation
• environmental protection
• property rights
• natural resource industries
• historic lands and buildings
• permit processing
• public facilities and services
• shoreline management
• early and continuous public
participation
Comprehensive Plan Basics
"The GMA establishes the primacy of the
comprehensive plan. The comprehensive plan is the
starting point for any planning process and the
centerpiece of local planning. Development
regulations (zoning, subdivision, and other controls)
must be consistent with comprehensive plans. State
agencies are required to comply with comprehensive
plans and development regulations of jurisdictions
