That Act required counties, like Spokane County, to activate local air pollution control agencies. To meet the requirements of that Act, SCAPCA adopted regulations to control the emissions of air contaminants from sources within Spokane County. Spokane County presently meets federal health standards for particulate emissions (Oust and smoke) and carbon monoxide and is under a maintenance plan to ensure that those standards are maintained. Numerous strategies have been implemented to reduce air pollution emissions so that we can irn.,-,rove air quality and continue to meet neal.J: standards. Following is a list of concerns/issues that, at a minimum, need to be addressed for proposed prciects. Additional comments may result after more detailed information of the project is su;_v-,/ied. A 5150.00 NOC or NOI filing fee is required at the time of permit application submittal. In addition, an engineering review fee, which depends upon the nature of the air pollution source(s), wili be invoice to the proponent after the review has been completed. The proponent shall pay fees whether or not the installation of the proposed air pollution source(s) is approved, Construction, installation or establishment of any air pollution source without an ap_provorl NOC or Nal may ilt in fines, additional fees. closure and civil and/or criminal sanctions. Based on the information provided, the following air pollution sources may be present at the proposed facility/site: • One or more Tire Recappinu units • One or more Tire t3ulting units - One or more Adhesive Application Paint booths Based on the scarcity of information provided with the proposal, SCAPCA has included the following possible conditions that may be relevant to proposed project. SCAPCA is uncertain as to whether adhesive spraying viH be done at the facility or not. In addition, a spray booth exhaust stack must be provided that exhaust vertically and a height that is a minimum of 6 feet above the penetration point of the- roof or 6 feet above the eave of the roof, if the exhaust stack does not penetrate the roof. Filters that are designed for spray booths must be used (furnace filters are not acceptable). One or more of the following fossil burning heat sources are required to apply for a Notice of Construction. An asbestos survey must be done by an 10-IERA certified inspector prior to demolition or renovation of building(s), to determine if asbestos -containing material is present at the site. Demolition and renovation projects must comply with the requirements of CFR 410, Part 61, Subpart M, SCAPCA Regulation I, Article IX Article X Section 10.0C), and Tire Depot January 20, 2003 Pao() 2 J ;;;., 20 10:44 r r 01-20-0E 15:2E FROM-S0APCA 50g477692E T-427 ;' Washington State Regulations (WAC 296-62, -65, & -155). Notice of Intent to Perform Asbestos Removal and/or Demolition forms are available at the SCAPCA office. Asbestos -containing material must be removed in accordance with Federal, State, Local regulations and disposed of at a licensed facility. A nonrefundable asbestos notification fee is required, Contact SCAPCA for the fee schedule. PAVING AND PAVING WAIVERS SCAPCA recommends that all traveled surfaces (i.e. ingress, egress, parking areas, access roads) should be paved and kept clean to minimize emissions. The Spokane County Building and Planning Department makes the determination as to whether paving is required; however, SCAPCA's is consulted before a determination is made. The Spokane County Building and Planning Department requires an approved paving waiver from SCAPCA before a proponent is allowed to proceed with the project without paving. The paving waiver may require that certain areas of the project be paved, while other areas may be left unpaved. Conditions (i.e. placement of barriers, curbs, fences) may also be required in the paving waiver to ensure that the unpaved area is not traveled. A $50.00 per hour fee is charged for processing and review of the paving waiver. ENVIRONMENTAL CHECKLIST. (SEPA- CHAPTER 43.21C RCW) If one of the air pollution sources referenced above wiU be part of the project, then an environmental checklist will be required oy the State Environmental Policy Act (SEPA) Chapter 43.21c RCW to address possible adverse environmental irnpacts. If SCAPCA is the lead agency, the processing fee for the SEPA is $125 and must be paid at the time of the submittal. A 171 -day public comment period is required by SEPA. The environmental checklist will be circulated to governmental agencies of jurisdiction for review and comment. SEPA rules (Chapter 197-11-510 WAC) require the lead agency to use reasonable methods, as defined therein, to inform the public and other agencies that an environmental document is being prepared or is available when required by SEPA rules. The proponent may be required to pay for the costs related to informing the public and other agencies of the environmental document's existence. CONSTRUCTION RELATED REQUIREMENTS Air pollution regulations require that dust emissions during demolition, construction and excavation projects be controlled. This may require the use of water spray, tarps, sprinklers or suspension of activity during certain weather conditions. Haul roads should be treated and emissions from the transfer of earthen material must be controlled as well as emissions from aH other construction related activities. Measures must be taken to avoid the deposition of dirt and mud from unpaved surfaces onto paved surfaces. If tracking or spills occur on paved surfaces, measures must betal(c.:n immediatell; to cIe.7in these surfaces. Debris generated, as a result of this project, must be disposed of t-).,‘ means other than burning (i.e. construction waste, vegetative waste etc.). GENEKAL REQUIREMENTS SCAPCA Regulation I, Article VI, and SCAPCA Regulation H, Aiticle IV, addrcss air pollution emission standards. All emission standards must be met. SCAPCA Regulation 1, Article IV may require registration with this agency depending upon the type of equipment or business that may be established at the site. An approved Notice of Construction suffices to meet this requirement. Depending upon the type of business or equipment established on site, some objectionable odors may result from this project. SCAPCA's regulations state that effective control apparatus and measures rnust be used to r educe odors to a minimum. The Spokane County Building and Planning Departments will not forward materials to SCAPCA. SCAPCA is an independent agency established by the State of Washington to administer air quality issues in Spokane County.
