Nos. 431799A, 446675A, and 586169A. These easements cover electrical
distribution lines running through Sections 25 or 26, in Township 25

We have ascertained that the lines do not, in fact, traverse property
that will be subdivided as Valley View Hills Sth Addition. This is to
advise you that within two (2) weeks' time our Company will file partial

Washington Water Power Company has satisfactorily declared its intent to provide
a water source to each of the eight lots of subject plat.
The developer has satisfactorily demonstrated to this agency an acceptable site
for a subsurface disposal drainfield (via on-site soil testing procedures).
Lot 6, Block 1 identifies a potential building site within five feet of the
south lot boundry. To avoid the placement of a drainfield area within a soil
fill area which has been in place less than one year, this department would
require that the building site be relocated to within five feet of the north lot
boundry of Lot 6, Block 1. ,

l. According to the letter dated March 3, 1975, to you from Jon Svennungsen
concerning Valley View Hills Fifth Addition, the plattor is reducing his
proposal to Lots 1 through 8 of Block 1 of the originally proposed prelim-
inary plat. He further states that the balance of the original preliminary
plat will be filed later as a Sixth Addition.
2. The Washi ngton Water Power agreement to provi de publ i c water remai ns i n
tact and satisfactory to this office.
3. Lots 1 through 8 of the newly proposed Fifth Addition are satisfactory
for on-site subsurface sewage disposal systems. Systerns for Lots 2 and
3 must be placed on northerly portions of the lots.

l. Reference your memo date September 3, 1974 to me on above subject.
2. Washington Water Power and the developer are negotiating a contract
for WWP to provide public water. Mr. Cole of WWP verbally stated
there was no doubt in his mind that a contract would be concluded.
However, Mr. Cole further stated that final plans and contracts
cannot be completed until the Planning Commission has accepted
the plat since location and sizing of mains and fire plugs affect
costs and plans. Specifically the detailed system plans are the
responsibility of the purveyor of public water and the State
Department of Social and Health Services. The engineer for the
latter agency reviews and accepts or rejects the plans and final
installation. Our office assists the State engineer by performing
certain inspections and monitoring progress.
In this instance, we believe the developer`s plan to provide water
to individual lots by contracting with Washington Water Power is
satisfactory.
3. This particular proposed plat has some very difficult topgraphy
and water table problems for sewage disposal. On-site sewage
disposal for this plat is only acceptable if the fills, road ~
elevations and surface drainage are provided as specified in my
recommendation to you dated August 16, 1974. To preclude un- ~
coordinated and piecemeal attempts by individual lot owners to
solve these problems, they should be done by the developer prior
to acceptance by the Planning Commission and sale of lots. I
suggest the Planning Commission might accept the proposed plat
with the provision it not be considered for filing as a final
plat until one year after cuts, fills and roads have been completed
and a subsequent report filed by this office. At that time, we
could presumably make a definitive statement that "sufficient
testing has been completed for the approval of on-site sewage
systems for thi s pl at" . ,
