The primary concern i.nferred 1.n Mr. Tvraiert s letter is at what IDi n7 mm elevation ' should the housing development i.n the Ponderosa Hausi.ng area stop and still j hzve eeptic tanks a.n.d dra,sn fields function properly durirg seasons of high water table. Thi.s becomes a most du"ficul v problem, because no one knotits at th.ls ti.me how much of the 14 square mile watershed area wi.ll be covered with roofe, driveways, and paved and/or blacktop streets, not to mention ths irri- gation of lawns a,aad g2acdens which will keep the soil profile at or near field ' capacity. The 114 square mile watershed or dra.inage area referred to above does not i.nclude that portion of the valley which drains toward the vrest i.nto ~ ~ tbe sink bas1.n area between Scha.fer Road and Dishman. Thia latter area does not appear to be a problem because there is very 1.s.ttle evi.dence of anp surface flaw into the simk area from thia area of the valley. The installation of dry wells should . aerve as a good wa,y to get rid of runoff from roada and drYVeways. Ma,intenance of the exs.sting channel ia important to keep the water movirg over a larger asea. The practice of dumpana (land fill area) on the flood plain area such as has been started should be prohibited. This practice w311 restrict the natural flo4r of flood waters to the north as well as mauerially decrease the sink area. The problem with Chester Creek ie eome- w. at s3mi.liar 'too that cf ilewman Lake and itf e sirlic hole area. rhe sink hole area must be kept open on the surface eo the water will percolate into the ffiore open subsoils. If not, then you either have to have a larger sink hole area or you run into trouble. The U.S.G.S. quad aheets do show tha,t there is a continuoua down hill grade to the north into the gravel pite behind Appletiray Motors, in Dishman. 3ow- ever, the flood waters would have to build up itts owri head, and I doubt that the watershed area will ever yield that large a flow, especially as long as the flood plain is left in its present condition. The flood plain could be used as a park and playground area without matArially reducing ite ability as a eink area as long as adequate dry wells and possibly a shallow pit type impoundment or two arere built into the open subsoils. This latter construc- tion may not be necessary for mar~}r years, depending upon the rate the water- shed area is covered with housea, etc. As the houses, drivewatiys, and roads move up the hillsides it ma,y become neces- eary to give specia.l attention to the natural drainageways because they will have to carry la.rger flows of water which could cause them to eroded causing unsightly gullies tlnza secU.ment at lower e? evations. The sponsor appealed the Planning Comnission's action and requested a hearing before the Hoard of County Commissionerse This hearing tivas held on Apri1. 24, 1975 and a decision was rendered on June 12, 1975- The Board of County Commissioners finds that Plouf Creek, located in the Northerly portion of the proposal, does seasonally overflocl into a portion o'L this property and adjacent properties along its banks and for thzs reason seeks a solution to overcome further dra.inage problems along Plouf Creek. Specifically in regafrds to this plat, it does seek to (1) prevent the construction of building sites in a possible flood area; and (2) be assured that the platting of this property anll not aggravate drainage problems further up or down stream. In addition the Board is concerned that building sites along 44th Avenue will have insufficient access if the present right of way width is roa3ntained and therefore requests that solutions to this problem be sought. Landfill in the flood plain, south and north of Schafer and in areas ' neax Chester and south, have aggravated the flooding probleme We have a picture of the inadequate one lane brzdge at Chester which could very well wash out during peak flowa because it is almost over-topping now.
