The primary concern i.nferred 1.n Mr. Tvraiert s letter is at what IDi n7 mm elevation '
should the housing development i.n the Ponderosa Hausi.ng area stop and still j
hzve eeptic tanks a.n.d dra,sn fields function properly durirg seasons of high
water table. Thi.s becomes a most du"ficul v problem, because no one knotits at
th.ls ti.me how much of the 14 square mile watershed area wi.ll be covered with
roofe, driveways, and paved and/or blacktop streets, not to mention ths irri-
gation of lawns a,aad g2acdens which will keep the soil profile at or near field
' capacity. The 114 square mile watershed or dra.inage area referred to above
does not i.nclude that portion of the valley which drains toward the vrest i.nto ~
~ tbe sink bas1.n area between Scha.fer Road and Dishman. Thia latter area does
not appear to be a problem because there is very 1.s.ttle evi.dence of anp surface
flaw into the simk area from thia area of the valley.

From visual observatlons of past spring runoff periods and stud,y of U.S.G.S.
b quad sheete it would appear that drain fields and septic tanks would have to '
~ be built no loarer tllan an elenation between 2005 and 2010 in the Chester
' commun,ty and to the northvrest to approximately 27th and 28th streets. From
~ 27th northvrest toward Dishman this could be lowered to 2000 and lower the

-Steps to be taken to avoid problems on the flood plain a.nd/or sink area are;
1. Preserve as much na.~.-ural vegetation as possible. 2. Disturb only the
' aucea necessazy for construction, eapecially during late fall, ws.nter an.d early ~
spramg. 3. Protect 1'dhe site zohile construction is underiray. Bare eoil en-
courages runot'f ar-l erosion, therefore, complete 1.he final grad.ing, seeding,
and sodding as soon as possible. If it does become necessazy for stock piles
of topsoil, 2.n.d rough graded areae to remain for an extended perioa Xof time
tbey should be protected by mulcnir~;, eatablzshment of plant grot,+Th, ar a
tirood fiber slurry. 4. Control runoif rrater by diverting it away from critical
erosion areas or create temporary impoundments and silt traps. These are
all needed to avoid silts fram being washed over the open Clayton, ~

Hardesty, Marble and Sprirgdale soils on the flood plain. Theee soils all
have moderate to rapid permeability in the surface 12 to 36 inches with
moderately rapid to very rapid permeabzlity at deptha greater than 12 to 36
inchese Thereford, it ie very 3.mportant to keep the surface open even if
it hae to be scarified during the cLYy fall season to ena.ble the greater
permeability during the runoff season. The installation of dry wells should .
aerve as a good wa,y to get rid of runoff from roada and drYVeways.
Ma,intenance of the exs.sting channel ia important to keep the water movirg over a larger asea. The practice of dumpana (land fill area) on the flood
plain area such as has been started should be prohibited. This practice
w311 restrict the natural flo4r of flood waters to the north as well as
mauerially decrease the sink area. The problem with Chester Creek ie eome-
w. at s3mi.liar 'too that cf ilewman Lake and itf e sirlic hole area. rhe sink hole
area must be kept open on the surface eo the water will percolate into the
ffiore open subsoils. If not, then you either have to have a larger sink hole
area or you run into trouble.
The U.S.G.S. quad aheets do show tha,t there is a continuoua down hill grade
to the north into the gravel pite behind Appletiray Motors, in Dishman. 3ow-
ever, the flood waters would have to build up itts owri head, and I doubt that
the watershed area will ever yield that large a flow, especially as long as
the flood plain is left in its present condition. The flood plain could be
used as a park and playground area without matArially reducing ite ability
as a eink area as long as adequate dry wells and possibly a shallow pit type
impoundment or two arere built into the open subsoils. This latter construc-
tion may not be necessary for mar~}r years, depending upon the rate the water-
shed area is covered with housea, etc.
As the houses, drivewatiys, and roads move up the hillsides it ma,y become neces-
eary to give specia.l attention to the natural drainageways because they will
have to carry la.rger flows of water which could cause them to eroded causing
unsightly gullies tlnza secU.ment at lower e? evations. If thz.s should become
a problem it ma,y be necessary to install grade etabilization structures and
surface channel with concrete or asphalt, or pipe with man holes.

69 7, B and 9, of Forest Meadow Addition, W 739.7' of „E 2009.5' of SW 1/4 Sec.
33, T 25.Pd9 R 44 E.W.M. lying S O.W.R. + N Right o,f Way.
The soil from these holes was 1Qany sand. There was no evidence of water or
soil coloration (mottling) that would indicate.a htgh ground water table six
feet bel ow the ground surface.
The test hol e area- was ove,r 200' from any surface pond or creek.

On May 7, 1975, another~visit was made to the site. 7he ponding water had
receded outside the pr.operty lines of,the aforementioned lots.

The -area of the test holes is in the front of the homesite.and.a set back of
55' for the house is recomeded to al l ow septi c tank i nstal 1 ati ons to be
placed between the house and the frontage street.

At the March Plann-ing Commission hearing this ltem faz.led to receive a majority
vote of the P'lanning CoIItmissione The vote was two in favor and trio against, therefore
it did not receive approval. The sponsor appealed the Planning Comnission's action
and requested a hearing before the Hoard of County Commissionerse This hearing tivas
held on Apri1. 24, 1975 and a decision was rendered on June 12, 1975-
The Board of County Commissioners finds that Plouf Creek, located in the Northerly
portion of the proposal, does seasonally overflocl into a portion o'L this property and
adjacent properties along its banks and for thzs reason seeks a solution to overcome
further dra.inage problems along Plouf Creek. Specifically in regafrds to this plat, it
does seek to (1) prevent the construction of building sites in a possible flood area;
and (2) be assured that the platting of this property anll not aggravate drainage
problems further up or down stream. In addition the Board is concerned that building
sites along 44th Avenue will have insufficient access if the present right of way
width is roa3ntained and therefore requests that solutions to this problem be sought.
The Board of County Commissioners also finds that the staffs of the P].anning
Commission and Engineers can work with the sponsor's representatives in solvi.ng the6e
problerns prior to the filing of the final plat and that the staff recommendations listed
do lnclude provisions for the orderly determination of solutions to the above-mentioned
items ancl that this will be done in an orderly manner, with review by the Board of
County Commissioners of the progress and posszble solutions prios to the fl.ling of
the f ina:l plat e
The Boasd of County Coirimtssioners does conclude that the preliminary plat of Forest
Meadotii Addition should be and hereby is approved, subject to the conditions and
staff rerommendations. Tkie sponsor will work %n.th the Engineer's and Planning staffs
to alle viate dra,.nage problems on Plouf Creek and road right of way problems on 44tr,

to express the concerns of our groupa We walked this entire plat and
invite you to do the same. We wish to call your attention to the fact that
there are portYOns (about the south 1/3 of the plat) near 44th that are
ideal locations for homese The north L13, however, is either extremely
close to or actually within the flood plain of Chester Creeko Years of
high runoff can very likely cauae floodrng of homes and septic tanks north
of the Sundoim loope We have photos showing the present flooding which is
bq no means in an abnormally hrgh stageo The lots south and west of the
Sundown loop are very steep with homesites possible only in the bottoms of
existing drainageways.
Landfill in the flood plain, south and north of Schafer and in areas '
neax Chester and south, have aggravated the flooding probleme We have a
picture of the inadequate one lane brzdge at Chester which could very well
wash out during peak flowa because it is almost over-topping now.
The Marble soils have been flagged by soil scientists as having a high
percentage of septic tank failureso Blanket approval for septic tanks cannot
be justifiede On site inspection of each lot is the only wsy of assuring an
adequate dispoaal systemo These inspections should be made during periods
of high water table not during the dry conditions of mid-summere

allowing two way traffic and the bridges ov,er the creek wiZl not allow passage
of two way traffico The fir6t bridge when measured on the diagonal is L3 feet
in wYdth, when measurecl straight across is only 20 feet in widthe The second

bridge measures only 20 feet in widthe These measuresments were talcen at the
bottom of the side rails from inside to insidee According to the County Road
Engineers, the current standard width for a mYnimum two lane bridge is "L4 feet,
and the ideal szze for this would be LS _teeta When Shaffer Road was reRlligned,
the road width included two 11 foot lanes with 6 foot shoulders giving an over-
a1Z paved width of 36 feete Bowdish extended falls way short when compared to
thiso In addLtion, as shocm zn this pYCture, we annually get extremely high
water in Chester Creek iohzch from txme to time floods over the ro3dwaye
It is our contention that because of inadequate road access, those homes
in the new plats north of 44th served Uy Fire District One will suffer for
laclc of f a.re protection due to the inability ot the fire trucks to gazn fast
access to the areae
In connection wlth fire Protection, it was our understanding that the
existing water system in thc Ponderosa was barely adequate for those homes
already on it without adding moree This xs one of the reasons why Mr. Guthrie,
when plannzng the Myron Estates was required to bring in an alternate water
sourceo It now comes to our,attentron that it is intended that Mro Reeves'

The Ponderosa Area Residents' Association is quite concerned over the
lack of follow-up and enforcement by the County of conditiona attached to
preliminary approval of pl.ats. We recommend that final approval not be
granted to future plats until necessary elements such as adequate water
lines, hydrants, access roads are installeda We urge that you so recortunend
to the Commisszoners. We do not feel that itis our responsibility to
assume what,should be the Countq's enforcement responsibility.
By the same tolcen, final approval should not be granted until the County
has in its possession a letter irom Washington Water Power testifying to,the
existence of or provision of adequate domestic water supply. This should be
suppor-ted by astatement from the responsible rire Chief that adequate volumes,
pressures ancl hydrants exist for fire controlo
I believe that there are representatives fr=both fYre dYStricts present
who are in a better position to comment on the sYtuation in regard to fire
protection in this areao
In viecf of previous testirnony regarding this plat, and other further
developments in the Ponderosa, I too must request that you consider denial
of this and future plats until the serious problems of flooding, septic tanks,
access and water pressures are resolved.
