Planrung Commission Recommendation: Approve, subaect to the followinQ
conditions:
A. Conditions:
1. That the plat be designed as indicated on the preliminary plat
of record and/or attached sheets as noted with 5' additional
nght of way on 18th Avenue and 25' of nght of way for the
South half of 17th Avenue. Street corners will have a 20'
radius.
2. That a: tatement be placed in the dedication to the effect that
no more than one dwelling structure be placed on any one lot,
nor shall any lot be further subdivided for the purposes of
cre ating additional lots or building site s without filing a replat.
3. That the plat provide for right of way width for streets as indicated
on the preliminary plat of record.
4. That appropriate utility easements be inda.cated on copies of
the approved prela.minary plat for distribution to the Planning
Department and the utility companie s. Written approval of
the easements by the utility company must be received prior
to the submittal of the final plat.
5. That a certificate of title be furnished the Planning Commission
pnor to the filing of the final plat.
6. That a plan for water facilitie s adequate for fire protection be
approved by the water supplier and the fire protection district.
The water supplier will certify that appropriate contractual
arrangements have been made with the plat sponsor for construc-
tion of the water system pn.or to filing of the final plat.
7. That the preliminary plat be given conditional approval to

8. That streets be improved to standards established by Spokane
County, or a bond to cover the cost of such improvements be
furnished the County Engineer in the amount as determined by
the County Engineer.

9. That profiles of streets, proposed grades, and drainage plan of
the plat be submitted and approved by the County Engineer
before the final plat is drawn. The County Engineer may require
that design of drainage improvements for the entire plat be made
by a registered civil engineer.
10. Conditional approval of the plat is given subject to dedication
of the right of way to the public and approval of the road system
in the plat by the County Engineer.
11. That a name be indicated before the final plat is filed; such name
to be approved by the County As se s sor.
12. That a program for development of a publa.c water system, adequate
for domestic water use and providing for service connections to
each lot, be approved by County and State Health authorities pnor
to filing a final plat.
That plat dedication will contain a statement to the effect that
the subdivider will provide for the installation of a public water
system as approved by County and State Health authoriti.es
prior to sale of lots. ;

indicated on the preliminary plat of record to Sinqle Family Residenta.al Zone (R-1)
upon filina of the final plat.
A. Analysis
1. We sterman Home site s incprporate s suburban lots which have been
de signed to accommodate Single Family re sidence s; i. e., all of
the lots would have at least 80 feet of frontage and 125' of depth.
2. The Planning Commission has been routinely upgrading similar
re sidential plats in the Vera and Opportunity communitie s to the
Single Famzly Residential Zone. The surrounding area has been
platted and zoned for single family residences on lots with 80
to 100 feet of frontage.

3. The Planning Commission is of the opinion that none of the
lots within the subdivf sion have disadvantaged relationships
which warrant duplex zoning.
4. The Single Family Re sidential Zone prohibits duplexe s, animal
keeping other than household pets, mobile homes, and home
occupations.
