KenrLal~►, Plan~i`ng& Traffic Division Engineer Subiect: Siesta M,obile Park 2nd Add. #977 - Road Department Review of Conditions Our initial review of the preliminary plat proposal of Siesta Mnbile Park priiaarily indicated a general lack of traffic circulation capability in the area. The axisting _ plat is aerved onlv by one county road. A portion of thia couaty road, between the Dishman Road and the existing plat, is located within a 30' right of way and was con- structed to a minimum basic design standard. Access to the north is either via Dishman Road to Sprague Avenue or across the unprotected croesing of the Union Pacific main- line, at approximately Eishth Avenue to the Dfshman=llica Road. The southern boundary of the proposed plat is located on the lbth Avenue alignmenC. There is an existiag unprotected crossing of the Union Pacific Railroad also located at this 16th Avenue aligr~nent. Sixteenth Avenue to the east of Disttman-Mica has been desigaated a8 a major arterial for a number of yeare and serves tbe central part of the Spokane Valley, providing arterial access to the area's schools, shopping and recreational facilities. Therefore in addition to the standard recommended conditions covering the proposed roads contaiaed within the preli.aiiaary plat proposal, our department'a recommendation included the improvement of 16th Avenue extended and the signalization of the 16th Avenue crosaing of the Uaion Pacific maialine. This would provide needed additional circulation ia the area and would also provide the proposed development direct access to DiatunarMica Road and 16th Avenue east of Diahman-Mica Road. Signalization of the improved crossing will be a requiremenC of the Utilitiea and Transportation C.ommiasion's approval of the crossinb petition and will be in the interest of ttie general public safety. Since the total cost of the improvement of 16th Avenue and t'lze signalization of the Union Pacific crossing would be subetantial and tho8e improvements would also benefit other properties in the area in addition to the proposed development, our recomanendation proposed that the plat sponeor agree to share in the coet of such improvements with the other property owaers benefitted by the imprnvements. Prior to the filing of the final plat the extent of the sponsora obligatfon would be determined in negotiations with the sponsor. It was also our opinion that duriag the iuterim period between the filing__of the ff nal plat and actual improvement of 16th Avenue and the railroad crosaing that traffic generated by the developmeat could be served on a temporary basis via the_one existing access road serving the present plat. This eamewhat undesirable condition would remain only during the interim perioa until the conetruction of 16th Avenue, etc., was oompleted and accepted. However, as a safety consideration during the interim period all traffic from either the exieti la or the proposed plat `+ould be apecifically restricted from using the existi k mproved road and railroad crossiag . and would be forced to uee the existing narrow accese road. * Oro~*%vaW AtwQ . Eighteen months ago an almost.identical_decision for a very, similar development was appealed to ttie county, commissioners wYio unanimously upheld the Planning. Commiseion's recommendations and in fact cotmnended them on requiring the developer to upgrade the railroad crossing on 16th Avenue-to -safe :etandards. Ttie p.res'eat developer is apparently appealing this provision since he does not waat to commit his awn funde to -thie project. I and all of the homeowaers in this-a~rea again urge you to, uphold'the Planning Commission's decision. I do -not thi:nk -that the tak-pay.ers should be reaponsible for the cost of this improvement which will be almost entirely; utilized by the-reeidents of the proposed development,, and.I think it is entirely reasonable that the developeir assume the majority of tYcis coat•.
