Planning Commission Recommendation: Approve, subject to the foliowinQ
conditions: (Vote wa s unanimous. )
A , CONDITI4NS:
1. That the plat be designed as tndicated on the prellminary plat of record
and/or attached sheets as noted and that constniction of a road connecttor
be campleted from the plat to McDonald Road for the Purpose of prodt:cinq
adequate traff[c cicculation. The completion of thts access to the plat
wlll be complete prior to any building construction in the plat.
2. That a statement be placed in the dedication to the effect that no more
than one dvvelling structure be placed on any one lot, nor shall any lat
be fucther subdivided for the purposes of creating additional lots or
butldtng sites without filtng a replat.
3. That the plat provide for right of way width for streets as tndtcated on
the preltminary plat of record.
4. That approprtate provision be made that the following described property
be held In trust until the continuatton of the streets be dedicated or
deeded: A 1' strip at the ends or edges of all streets that terminate
or border the plat boundary. (Temporary cul de sacs are required when
streets termtnate at the plat boundaries.)
5. That appropriate street names he indicz"red.
6. That approprfate utility easements be indicated on copies of the approved
prelimtnary plat for distribution to the Plannfng Department and the
utillty companies. Written approval of the easements by the utflity
company must be recetved prior to the submtttal of the final plat.
7. That a plan for water facilitiES adequate for fire protection be approved
by -the water supplier and fire protection dlstrict. Said water plan must
also have been approved by the appcaprtate health authorities. The '
health authorttfes, water supplier, (purveyor), and fire protection district
wtll certify, prtor to the filing of the ffnal plat, on the face of said
water plan that the plan Is in conforTnance wtth their requirements and
will adequately satisfy thefr respecUve needs. Sald water plan and
certlflcatton wlll be drafted on a tra -tsparency suitahle for reproduction.

The water supplier (purveyor) will also certify prior to the flling of the
, final plat on a copy of safd water plan that appropriate contractual
arrangements have been made with the plat sponsor for constructlon of
the water systern, in accordance with the approved plan, and in accordancE
with a ttme schedule. The time schedule wfll provide, ln any case, for
completion of the water system and inspection by the appropriate health
authoritles prior to appllcation for bullding permits within tha plat. The
contractual arranqements will include a provis ion holding Spokane County
and the water suppller (purveyor) harmless from clalms by any lot pur-
chaser refused a bullding permit due to the failure of the plat sponsor to
satisfactorily complete the approved water system.
The plat ded lcatlon wiil contain a statement to the effect that the publ ic
water system as approved by County and Siate Health authorities and
the local fire district and water supplter (purveyor) will be installed
wtthln this plat, and the subdivider will provide for indfvidual service
to each lot prtor to sale of each lot.
NOTE: The Spokane County Health Disfirict has determined that the soil
condltions in the plat are suttabie for on- site sewage dtsposal
systems on each tot.
8. That a certtficate of tttie be furnish2d the Planntng Commisslon prtor to
the flling of the flnal plat.
9. That the prelimtnary plat be glven conditional approval to October 1, 1976.
10. That streets be improved to standards establlshed by Spokane County or
a bond to cover the cost of such improvements be furnished the County
Engineer. The bond may also cover the cost of "as built" plans, enqineer-
inq costs, and placing of ftnal center ltr.e monuments.
11. That profiles of streets, cross sections, proposed qrades, and drainage
plan of the plat be submttted and approved by the County Engineer and
by the Planning Director before the ffnal plat is dravvn., ,Px1or to accep-
tance of the imProvements or release of bonds, a certif~at bY a

regisCered civil engineer or lfcensed land sutveyor wlll be , quired indi-
cating that all improvements have been tnstalled to the lines and grades
shown on the approved constructlon plans.

B. ENVIORNMENTAL P-SSESSMENT:
At the time of the hearing of thls proposed subdivisibn, consideration will
have been g.iven to (1) the public use and interest proposed to be served by
the establishment of the subdivtsion and dedication (RCW 58.17.110) and
(2) those elements necessary to determine the existence or non-exlstence
of a major action wfth signtficant effects on the environment. The Planning
Commission, at this time, recommends to the Board of County Commissioners,
that this applicatlon as presented will have no significant effects on the
environment provtded that the above conditions to the prellminary plat of
record are met.

Approve Eva Addltfon as indicated on thz preiiminary plat of record to the
Single Family Resfdential (R-1) Zone_classiffcation upon filing of the final plat.
